Many projects are stuck in site clearance
Dak Nong has 6 key projects with a total investment of VND 2,982 billion including: Dao Nghia - Quang Khe Road (phase 2); Provincial General Hospital Upgrade Project, Gia Nghia City Central Square; Relocation of 212 households in Gia Nghia City; Gia Nghia Lake and Provincial Museum - Library - Park Complex Project
For example, the Gia Nghia City Central Square project was approved by the Dak Nong Provincial People's Committee under Decision No. 1328 dated August 11, 2022, with a total investment of 400 billion VND from the central budget. The project started on December 27, 2022, and has now completed about 62% of the contract value. By the end of 2024, the disbursement progress reached 259/400 billion VND. In 2025, the project was allocated nearly 141 billion VND but has not yet been disbursed.
The project is facing difficulties because 70,500m3 of fill soil has been coordinated from many other projects but has not yet completed legal procedures.
This leads to no basis for acceptance for the contractor and construction of the next step. The site clearance work carried out by Gia Nghia city has not been fully handed over to the investor.
Regarding this issue, the leader of the Dak Nong Provincial Construction Investment Project Management Board said that the most difficult thing in implementing key projects is site clearance.
As for the Dao Nghia - Quang Khe project, the unit is coordinating with Gia Nghia city, Dak R'lap district to mobilize households to hand over the site for construction.
As for the Central Square project, the unit coordinated with the Gia Nghia City Land Fund Management and Development Board to conduct the counting and mobilize people to hand over the site.

Resolutely disbursing capital
In 2025, Dak Nong's public investment capital plan is 3,504 billion VND. Of which, the local budget is 1,126 billion VND; the central budget is 2,377 billion VND.
Regarding investment capital disbursement, Acting Director of the Department of Finance Tran Dinh Ninh said that in 2025, investors will rely on the shortcomings and limitations of 2024 to learn from experience.
No one else, the investor must proactively coordinate with relevant departments, branches and localities to remove difficulties and speed up progress, said Mr. Ninh.
According to Mr. Ninh, investors are now sure how many projects they have and how much money in hand. Where it is difficult and cannot be done, it needs to be clearly identified right now to calculate capital transfers and repayments.
Faced with the above situation, recently, on March 12, Chairman of Dak Nong Provincial People's Committee Ho Van Muoi surveyed and inspected a number of key projects.

Wherever there is a site, the investor and the construction unit will implement it first; there must be no waiting leading to delays. On the side of Gia Nghia city, it actively mobilizes people to support and hand over the site to the State.
To do this well, the coordination mechanism between relevant departments, branches, localities, investors, and contractors must be truly coordinated and tight. Avoid cases where everyone is strong enough to do it, leading to unfeasible results, said Chairman of the Provincial People's Committee Ho Van Muoi.
The Provincial Construction Investment Project Management Board coordinates with Gia Nghia City in site clearance work. In cases that are certain to be resettled, it is necessary to propagate and mobilize people to support immediately.
Wherever it can be cleared, investors and construction houses start working right away. In case of deliberate opposition, the final measure is to resolutely enforce.
