In 2024, the Dak Lak Provincial Project Management Board for Transport Construction Investment and Rural Development (referred to as Dak Lak Project Management Board) will be allocated VND 2,212 billion (from central and local sources) of public investment capital to implement key projects.
However, the actual disbursement progress of public investment capital has not met the set target. By early December 2024, the Dak Lak Project Management Board had disbursed nearly 70% of the total allocated capital, equivalent to VND 1,543 billion.
According to research, there are 3 key traffic projects in Dak Lak province that account for 85% of public investment capital in 2024. Of which, the 2 investment projects to build the Ho Chi Minh road bypassing the East of Buon Ma Thuot city and the renovation and upgrading of Provincial Road 1 only achieved the disbursement of public investment capital (arranged in 2024) of 35% to 43% respectively. Meanwhile, the expressway component 3 project has basically disbursed all the capital allocated for the year.
Mr. Dang Tho Dan - Head of Traffic Project Management Department (under Dak Lak Project Management Board) - said: "The Ho Chi Minh Road construction investment project, bypassing the East of Buon Ma Thuot city, has a total investment of 1,800 billion VND. In 2024, the unit was allocated 406 billion VND to implement the project, but so far only 140 billion VND has been disbursed, reaching 34.45%. The biggest problem that the investor is facing is mainly related to compensation and site clearance".
The same situation applies to the project to renovate and upgrade Provincial Road 1. The project is over 50km long, with a total investment of VND 1,053 billion. In 2024, the Dak Lak Project Management Board was allocated VND 310 billion to implement the project's items, but so far only 43% has been disbursed.
"The work of planning, land use planning, compensation and site clearance plans, and relocation of water supply pipelines and power lines has not been implemented by competent authorities according to the set schedule. This has greatly affected the construction and completion of the project, and the disbursement of construction capital has not met requirements," Mr. Dan added.
From now until the end of 2024 and the first quarter of 2025, Dak Lak provincial authorities will focus on disbursing assigned public investment capital for the above-mentioned key traffic projects. At the same time, contractors who are slow in construction will be handled.
Mr. Dang Tho Dan - Head of Traffic Project Management Department - shared more: "At the East bypass project of Buon Ma Thuot city, due to the urgent nature of the project, there were shortcomings in the implementation process. The unit has submitted to the City People's Committee for appraisal and approval of additional adjustment plans... to speed up the capital disbursement progress for the project".
Particularly for the project to upgrade and renovate Provincial Road 1, the Dak Lak Project Management Board has requested the Department of Finance to consider and promptly advise the Dak Lak Provincial People's Committee to arrange an advance of 15 billion VND from the provincial budget to carry out site clearance for the project in 2024.
Mr. Nguyen Tai Minh - Deputy Director of Dak Lak Project Management Board - said: "If any contractor delays the construction items signed with the investor and does not ensure timely completion, Dak Lak Project Management Board will take measures to handle it."
