Vocational school upgrade project in Cao Bang faces difficulties

The upgrading and construction of a new Cao Bang Vocational College is facing difficulties due to site clearance.

The project to upgrade and build a new Cao Bang Vocational College has a total investment of more than 77 billion VND, with the school as the investor.

This investment in construction is expected to become a modern vocational training facility, contributing to improving the quality of local human resources.

Approved from 2022, but after more than 2 years of implementation, the project has not been able to be completed according to the approved plan due to a series of difficulties related to site clearance, planning and construction progress.

According to the reporter's January 1, the project includes two facilities with many important items. At facility 1, a number of practice workshops have been temporarily handed over.

At facility 2, the main works such as the preliminary processing warehouse and the veterinary animal husbandry practice house have been completed, but auxiliary items such as the net house and the internal road yard are still unfinished.

Up to now, this project is still sluggish. According to the investor's representative, the biggest difficulty is site clearance.

Currently, there are 3 households that have not yet agreed, mainly due to dissatisfaction with the compensation level and the recovered land area.

In addition, the resettlement land fund in CN6 area (ging industry) is not enough to meet the demand, forcing the government to study additional options.

Not only is the project facing difficulties in determining land boundaries. The map made in 2005 is no longer consistent with the current status, causing many obstacles in handling disputes and handing over land to contractors. In addition, equipment procurement packages must be adjusted to comply with the new circular, which extends the implementation time.

At the same time, Cao Bang Vocational College must both maintain teaching activities and ensure construction progress, creating great pressure on construction work.

To resolve these long-standing difficulties, the investor has recommended that the People's Committee of Cao Bang City and departments and branches support the quick resolution of problems related to site clearance and completing land boundary maps.

The local government has also organized many direct dialogues with households to remove obstacles, and at the same time reviewed resettlement plans to meet actual needs.

Talking to reporters, Mr. Nguyen Minh Chau - Vice Chairman of Cao Bang City People's Committee - said: "The biggest difficulty in the project is the land boundary, due to the long time, the investor is reviewing, but there are differences from the documents provided in the field".

According to Mr. Chau, perhaps in the coming time, Cao Bang province and departments need to organize a meeting to help investors remove difficulties.

The Cao Bang Vocational College project is expected to be completed in 2025, but with remaining obstacles, it requires closer and more drastic coordination from the investor, authorities and people.

If not thoroughly resolved soon, the project will risk continuing to stagnate, waste resources and miss development opportunities in the locality.
