Thanh Cong apartment complex (Ba Dinh district, Hanoi) currently has 68 buildings from 2 to 5 floors high, built in the period of 1979-82, with a total of about 13,400 residents.
According to Lao Dong newspaper on March 13, after decades of use, most of the buildings in this apartment complex have deteriorated.
In the old apartment buildings, the first floor is mainly rented by households for business and trading. Above, the higher floors are the dilapidated "tiger cages" that have been expanded by the people to increase the usable area.

Recently, the Hanoi People's Committee has agreed to let Ba Dinh district study a plan to develop a higher-rise building with Thanh Cong apartment building and resettlement housing, up to 40 floors.
The city requested Ba Dinh district to conduct more in-depth research on connecting Thanh Cong lake space with flower gardens and trees in the reconstruction area, expanding internal roads.
The city also requires a harmonious calculation of the area of surplus commercial apartments, creating a land fund with greater commercial and service value, coordinating with the consulting unit to complete the plan and submit it to the Department of Planning and Architecture for appraisal for the city to approve before March 25.

The family of Mr. Nguyen Van Hung has lived in Thanh Cong apartment complex (Ba Dinh district) since 1990. After more than 30 years, the 5th floor of his house, the floor and ceiling are leaking and peeling, at risk of collapsing at any time.
Mr. Hung said he was very happy to hear that the city is studying a plan to develop a higher-rise building with Thanh Cong apartment building and resettlement housing, up to 40 floors.
"We, the people, really hope that the authorities and investors will soon have plans to renovate and build this area to make it spacious, clean, safe, and stable to live in" - Mr. Hung said.



According to Lao Dong's research, in the 2021-2025 period, Hanoi aims to renovate 10 old apartment buildings, including 4 level D housing areas (at risk of collapse) and 6 highly feasible areas.
However, up to now, no area has been renovated. The city aims to start construction of 1-2 old apartment buildings in 2025.


Since 2005, Hanoi has started renovating old apartment buildings, but so far only 19 projects have been completed and 14 projects are under implementation. While there are currently more than 1,500 old apartment buildings in the city.
One of the reasons why the renovation progress of old apartments in Hanoi is facing many difficulties is due to regulations on maximum height of 18-24 floors in the inner city. In particular, many old apartment buildings in the inner city are at risk of collapsing, although the city has relocated people, but the project has not yet been started.
