People are tired of waiting for renovation
The People's Committee of Hanoi City has issued a decision approving the detailed planning task for the renovation and reconstruction of 3 collective housing areas in Dong Da district, Kim Lien, Trung Tu and Khuong Thuong.
According to records, these are old collective housing areas that have been used for many years and are now seriously degraded and need to be renovated and repaired. People hope to soon renovate the collective housing areas to contribute to building Dong Da district more spacious and clean.
Ms. Tran Thi Mui - a resident of Khuong Thuong apartment complex said that her family has lived here for 30 years, currently the ceiling in the apartment is peeling, the walls are cracked, and water is seeping into the rain, greatly affecting the family's daily life.
"Living in an old apartment complex is very difficult. Currently, the house is seriously degraded, I hope the apartment complex will be renovated soon to ensure the lives of the people", Ms. Mui said.
Mr. Le Van Manh - a resident of Trung Tu apartment complex also expressed his hope that the apartment complex will soon be renovated due to its serious deterioration. However, he is also concerned that the renovation process could be difficult to reach consensus from residents, especially with large households, because relocation is not easy. Therefore, he hopes that the State will have appropriate support policies to ensure the rights of the people.

Information about the renovation plan
Speaking with Lao Dong, Mr. Truong Minh Quang - Head of the Economic, Infrastructure and Urban Affairs Department of Dong Da District - said that immediately after receiving the decisions approving the detailed planning task, Dong Da District issued Plan No. 46 for implementation. The district has assigned specific tasks to the Project Management Board and specialized departments and offices to coordinate in organizing the planning project. After completion, the documents and drawings will be publicly posted at the People's Committees of the wards and widely informed to the people. It is expected that in the second quarter of 2025, the district will complete the work of preparing a detailed planning project and organizing a community consultation.
According to Mr. Quang, right from the time of establishing the planning task and detailed planning project, the district has organized a public consultation of residents in 3 related wards. During the consultation process, many people are still wondering about the implementation steps, because these are old collective housing areas and the renovation has lasted for many years but has not been successful. However, with high political determination from the city and district, Dong Da district is gradually implementing carefully, ensuring progress, synchronization and creating consensus among the people.
From the second quarter to the third quarter of 2025, Dong Da district will continue to publicize the detailed planning project expected to be established to collect public opinions from the community in the 3 collective housing areas of Kim Lien, Trung Tu and Khuong Thuong. After synthesizing all opinions, the district will report to the Department of Planning and Architecture and the Hanoi People's Committee for consideration and approval of the detailed planning project. Approval is expected to be completed by the end of 2025.
Regarding the issue of resettlement, Mr. Truong Minh Quang said that the new district is currently in the step of making a detailed plan. After the planning project is approved, the specific contents of the compensation coefficient, number of floors and the new resettlement plan will be determined. However, the general policy of the project is to ensure that the new place is better than the old place. Households will be resettled in the current residential area, with the living conditions in a new, more spacious and modern place.
