The area of Ninh Co Economic Zone is 13,950 hectares, located in the two coastal districts of Nghia Hung and Hai Hau. In Nghia Hung district, it includes the entire town of Rang Dong, Phuc Thang commune, Nghia Loi commune, Nam Dien commune, part of Quy Nhat town (formerly Nghia Binh commune) and the alluvial area. In Hai Hau district, it includes the entire town of Thinh Long, Hai Ninh commune, Hai Chau commune and Hai Hoa commune.
Ninh Co Economic Zone has functional areas suitable for the development goals of the Economic Zone. The scale and location of each functional area are determined in the general construction plan of Ninh Co Economic Zone as approved by competent authorities.

At the same time, closely combine investment attraction, economic development with ensuring national defense, security, preserving and promoting the value of marine ecosystems, historical and cultural relics in Ninh Co Economic Zone.

The roadmap and development plan of Ninh Co Economic Zone are divided into 3 phases. Phase I (from 2024 - 2026) completes the steps of planning, construction and investment in some important projects. Phase II (from 2026 - 2030) continues to complete the synchronous infrastructure, especially urban, industrial and service infrastructure. Phase III (after 2030) completes the synchronous and modern economic and social infrastructure system.
