Previously, the proposal to increase the maximum bet for each player from 1 million VND to 10 million VND/day was assessed as positive, in line with the change in per capita income. However, the legitimate betting business model will not be effective with this ceiling - according to businesses and experts.
They also compared that most of the revenue of legitimate betting businesses in developed countries comes from players with high betting rates. In other words, if the ceiling is kept low, businesses will lose ground compared to underground betting exchanges.
The argument is not wrong. When players are limited, they can easily find illegal lines with higher profit and loss rates. Raising the ceiling can help attract players to legal areas, helping the state monitor, identify, collect taxes and manage risks better.
But the problem is that, taking examples from developed countries to compare with the average income per capita of Vietnamese people, it seems unreasonable. There are no specific statistics but it is not difficult to see that the rate of players betting at a high level in Vietnam is much lower than that of players at an average and low level.
Do you want to earn money from 1 player 100 million VND/day or from 10 players each 10 million VND/day? It is necessary to find a suitable and reasonable combination between these players.
And more importantly, what makes society worried is the ceiling of 100 million VND/day or 10 million VND for each category, which is a large number in the context of the majority still having average income. At that time, the line between responsible entertainment and gambling becomes fragile. gambling is addictive, once a big loser, it is easy to lead to debt, domestic violence, even crimes, and the risk of losing control of social security and order.
If you want to increase the betting limit, the management conditions must be strong enough: Identifying players, supervising transactions, warning risks and financial education. Because each cup is not just a number, but a challenge to human reason. The bet can increase, but the price of luck is still the same, always higher than anyone's imagination.
