The image of former Vinh Phuc Secretary - Ms. Hoang Thi Thuy Lan - and a number of other leaders and former leaders of Lam Dong, Binh Duong, Quang Ngai... recently being accused or sentenced to prison for accepting bribes worth billions of dong with just a few phone calls, a few meetings or "a finger pointing" warns a reality: The mechanism of explaining responsibility and supervision in many localities has not really been effective, even being neutralized.
In principle, cadres, especially heads of provinces, must be subject to many levels of supervision: from Party organizations, People's Councils, to inspection and examination agencies, even the public and the press.
As long as an effective link can lead to corruption being discovered soon. However, in reality, as in the above examples, there is a situation of "confusion of information" for many reasons, making internal inspection and examination just a formal procedure.
Declaring assets - which are one of the locks to prevent corruption - these places are only used as a coping measure, not closely monitored.
A series of recent major cases also show that when the superiors - subordinates - secretaries - chairmen of provinces - directors of departments are in the same "one-way" about accepting bribes and "protecting" their "rear yard" or that of their leaders, the monitoring mechanism is almost paralyzed.
However, as the folk often say: "The skycatch is vast and narrow, but it is difficult to get through". The corrupt and negative acts of many local officials, no matter how thoroughly covered up and covered up, still cannot escape the "eyes" of the Central Anti-Corruption Agencies.
And those are very timely, unprecedented contributions, consequences, and losses that these corruption cases leave for the country even more.
The power given to leaders, especially in localities, is currently very large. If the authorities are not honest, dishonest and the monitoring mechanism is ineffective, it will inevitably lead to "one hand covering the sky", causing serious consequences both economically and publicly.
To avoid the risk of the next former secretaries and former presidents being caught up in the scandal, there needs to be a stronger, tighter and more substantial power supervision mechanism at the local level. The evaluation of cadres and the issuance of votes of confidence must be linked to the results of corruption prevention and control and the effective protection mechanism for those who report violations.
Strengthen accountability in conjunction with the requirements for public ethics. The arrangement of cadres must not only focus on capacity, but also consider integrity.
Finally, it is necessary to consider supervision and explanation as the foundation of the rule of law state. When state management is implemented, there will be more "eyes" and "ears" from many sides. Responsible people will find it difficult to abuse power.
Leaders will also have a hard time taking advantage of their positions and powers to just point a finger at and receive a million USD in bribes like the former Secretary of Vinh Phuc.
