Hanoi - The situation of solid waste being illegally dumped and thrown haphazardly still appears around the belt roads, causing pollution and losing the urban beauty.

Although it has been reported many times, according to Lao Dong Newspaper, many areas along the beltway in Hanoi are still littered with solid waste and construction materials.

In the area of Ring Road 2 (near the Buoi intersection), a spontaneous landfill stretching more than ten meters is located right next to the road. These types of garbage are mainly sacks filled with bricks, mortar, and construction materials that are thrown away. A representative of the People's Committee of Vinh Phuc Ward (Ba Dinh District) said that the ward has organized many campaigns to clean up the environment in this area. However, the efforts to clean up were also fruitless because after a short time, the situation of illegal dumping of waste continued to recur.

Not only in the Ring Road 2 area, theft of construction materials and solid waste also appeared along the median strip of Ring Road 3 (Nguyen Xien section). To reduce this situation, the People's Committee of Ha Dinh Ward has placed large signs, clearly stating the penalty for illegal dumping.

An environmental sanitation worker at a collection point near this area said that theft of bulky waste occurs frequently, especially in areas without prohibition signs. Most people illegally dump garbage at night, few people travel to avoid detection. "The bulky garbage thrown here also comes with iron nails and broken glass. Many people also take advantage of the dusty trees to throw away, making our collection difficult, the environmental sanitation worker shared.

Recorded in the Ring Road 2 median strip (near the intersection of Dai La Street and Giai Phong Street), sacks filled with construction materials were also thrown everywhere. Regularly going to school on this route, Pham Thanh Mai (Dong Da, Hanoi) said that there were times when people's household waste appeared next to solid waste.

The illegal dumping of waste not only occurs on the belt routes that have been put into use but also in projects under construction. The Ring Road 2.5 project has also become a place to collect waste, most of which is solid waste and construction materials.

According to Article 25 of Decree 45/2022/ND-CP on administrative sanctions in the field of environment, acts of dumping, discharging, discarding waste, and dumping wastewater in the wrong place will be subject to a fine of VND 500,000 to VND 1,000,000. Even a fine of VND 1,000,000 to VND 2,000,000 for the act of dumping, discharging, or discarding waste on sidewalks, roads, etc.
