Garbage that does not use packaging or containers as prescribed may also be refused acceptance.
The above Circular stipulates requirements on environmental protection in the collection, transportation and treatment of domestic solid waste; Technical process for mechanical collection of domestic solid waste from households and individuals to receiving facilities; Technical process for transporting domestic solid waste from collection points to receiving facilities, from transfer stations to treatment facilities...
Article 5 of this Circular regulates the technical process of manually collecting domestic solid waste from households and individuals to the collection point, clearly stating that it is possible to refuse to accept unsorted waste:
"Support and guide households and individuals to dispose of domestic solid waste in the correct location on the collection vehicle; may refuse to accept unsorted waste, waste that does not use packaging or containers according to local government regulations, or waste that is not of the correct type according to the announced schedule; clean the collection location before moving to the next collection location" - the circular clearly states.
In addition, the Circular stipulates the collection of domestic solid waste until the maximum load or storage volume of the collection vehicle is reached; moving to the collection point; supporting the transfer of domestic solid waste from the collection vehicle to the transport vehicle; covering the collection vehicle while waiting for the transfer of domestic solid waste to the transport vehicle.
Generate more waste, pay more money
Mr. Ho Kien Trung - Deputy Director of the Department of Environmental Pollution Control (Ministry of Natural Resources and Environment) said that for solid waste, the price of waste collection, transportation and treatment services is calculated based on the mass or volume of waste generated. Thus, the more waste that businesses and people generate to be treated, the higher the cost will be.
For wastewater and emissions, discharge fees are calculated based on the flow rate and the content of pollutants generated. Thus, the larger the flow rate and the higher the content of pollutants generated by enterprises and facilities, the higher the discharge fees they will have to pay.
In addition to fees, prices are based on the mass, volume, flow rate and content of waste and pollutants generated, and also on environmental protection taxes such as environmental protection tax on mineral exploitation, environmental protection tax on gasoline, oil, etc.
Decree 45/2022 of the Government regulating administrative sanctions for environmental violations clearly states that "a fine of VND 500,000 to VND 1 million will be imposed on households and individuals who do not classify domestic solid waste according to regulations". This Decree takes effect from January 1, 2025.
