But the people here who are cadres must have heart, ability, and virtue to shoulder the current important tasks".
In particular, the National Assembly Chairman requested the Thanh Xuan Commune Party Committee to strengthen the state management team to ensure smooth administrative procedures for the people, without harassment or inconvenience, the government must go to the people, not wait for the people to go to the government.
No harassment, inconvenience, proactive reach for the people... are "service" factors of the grassroots government. And this service, of course, is not a separate requirement for the Party Committee and government of Thanh Xuan ward of Can Tho city, but a common requirement for all Party Committees and grassroots authorities of all localities across the country at this time.
Government must reach the people, but not a "going" in form or slogan, but through specific decisions and actions. Coming to proactively grasp thoughts, needs, aspirations, difficulties... thereby providing appropriate, timely and appropriate solutions for the right subjects.
In the context of many wards and communes after the merger, large areas, large population and many decentralized jobs as at present, if cadres do not proactively come to the people, it will be easy to repeat the situation of "hot above and cold below", people will have difficulty finding where to find solutions.
In fact, after more than 1 month of operating the two-level local government, it shows that the whole country has many bright spots in the government having to reach the people.
A typical example in Hue city is the city's Post Office organizing 136 points for guidance, receiving documents and returning results of administrative procedure settlement regardless of administrative boundaries.
In Da Nang, the Huong Tra ward government issued red books to the people quickly - only more than 20 days compared to 4 years, 5 years but still has not had the same results as before.
Or in Gia Lai, it is the commitment and spirit of doing all the work, not running out of time, of cadres and civil servants of many wards and communes in the area after the merger.
Then the Coffee model for the people and businesses helps the government get closer to the people, promptly resolve problems, and shorten administrative procedures that are being implemented in many wards and communes of the southern provinces...
However, reality also shows that in parallel with the bright spots, the current operation of local government at 2 levels, especially wards and communes in remote areas, still has many problems, requiring the government to be more proactive in resolving them, especially in investing in resources and infrastructure.
Government comes to the people, not waiting for the people to come to the government, moving forward, must be a standard of public service culture.
