The rate of online file processing reached 88.46%
According to the Office of the People's Committee of Hue City, from July 1 to 31 (one month of operation of two-level government), the city will receive and process 44,825 administrative procedure records in 40 communes and wards, of which the rate of online application submission reached 91.17%.
Of which, Phu Xuan ward leads in the number of records received (2,534 records) and has the highest record settlement rate (95%). Phu Vang commune is the leading unit in the online application submission rate, reaching 99.81%.
Notably, Thuy Xuan ward received 1,450 administrative records, of which 1,150 records were resolved on time. This is also the first locality in Hue City to complete the process of issuing a new Certificate of Land Use Rights and Property Attached to Land after only 15 days of operating the two-level model.
In Thuan Hoa, Phu Xuan wards or Phu Vang communes, grassroots cadres also quickly grasped the tasks and effectively coordinated with functional agencies in handling work in the area.

The leaders of Hue City have organized working groups to conduct comprehensive inspections at 40/40 Commune-level Public Administration Service Centers to grasp the situation, direct the removal of obstacles and ensure smooth operation.
In addition, an online bridge connecting the City People's Committee to departments, branches, sectors, telecommunications - postal enterprises and 40 People's Committees of communes and wards has been established to support the answering and direct guidance of arising issues.
With these results, Hue City maintains its position in the leading group nationwide in procedures settlement, administrative reform and information technology application. The rate of online file processing by July 31 reached 88.46%.

Currently, the whole city has 166 Public Service Agency points to support people to carry out procedures online; Post offices at the old headquarters of communes and wards continue to receive and return results, helping to save travel costs. Each point has arranged a personnel to support digitalization and guide people through procedures.

According to Mr. Nguyen Thanh Binh - Permanent Vice Chairman of Hue City People's Committee, after switching to the two-level government model, the workload at the commune and ward levels has increased significantly, requiring improvement of technological capacity and mastering the digitalization process.
In this situation, the Department of Science and Technology coordinated with the Office of the City People's Committee to organize intensive training courses for information technology staff, while increasing on-site human resources to support commune-level administrative centers to ensure operational efficiency.

Mr. Nguyen Thanh Binh - Permanent Vice Chairman of Hue City People's Committee said: "The two-level local government model is on the right track, creating positive changes from the grassroots, both improving the efficiency of state management and meeting the needs of the people. The city is accelerating the construction of a shared database, digitalizing administrative procedure settlement processes, and increasing connectivity between levels and sectors. This contributes to transparency, shortening processing time and creating a foundation for building digital government and smart cities in the near future".
