People in the suspended project area want to meet the Provincial Chairman, request compensation, site clearance and resettlement, and soon stabilize their lives.
It all started in 1997, with the planning of the 2nd dike project in Quang Ngai town. In 2008, the People's Committee of Quang Ngai province signed an approval to adjust the 2nd dike planning to become the provincial administrative center.
In early 2023, the People's Committee of Quang Ngai City developed a plan to adjust the planning of the remaining area of the 2 dike area, and at the same time issued a decision approving the 1/500 detailed plan of the dike residential area into the Thach Bich Green Park Area.
After nearly 28 years, with many "generations" of leaders, with many promises to implement the project, remove the suspended planning but not done, how can people not be upset?
Households in the project area cannot build new or repair their houses because they are "suspended". People have been living in a temporary situation not for a few months or years, but for nearly 28 years, which is unacceptable.
Here is a quote from Ms. Le Thi Ngoc Phuong in Le Hong Phong ward: “Because of the planning suspension, my husband, wife and two grandchildren have to squeeze into a level 4 house, hot and leaky. Every time there is a storm, the whole family and many households in the neighborhood have to run everywhere to take shelter from the storm. Now we only sincerely hope that the government will arrange resettlement and move people to new places.”
Therefore, it is legitimate for people in the suspended project area to want to meet the Chairman of Quang Ngai province to propose their opinions.
Circular 04/2021/TT-TTCP "Regulations on the process of receiving citizens" clearly states: "Heads of agencies and units must directly receive citizens to listen, consider, resolve and direct the settlement of complaints, denunciations, recommendations and reflections under their authority or under the authority of the heads of subordinate agencies and units in the work of receiving citizens, handling petitions and resolving complaints, denunciations, recommendations and reflections.
The head of an agency or unit is responsible for receiving citizens periodically or unexpectedly according to the provisions of the Law on Citizen Reception and inspecting and urging the handling of citizens after receiving them by agencies or units.
The Chairman of Quang Ngai province should meet with the people, make clear and public commitments about measures to resolve problems and project completion deadlines, then everything will be fine.
The project has been suspended for too long, lasting for many years, there are certainly many problems that need to be resolved to ensure legality. The Chairman of Quang Ngai province and the government need time to process and do it, but it must be in accordance with the provisions of the law.
However, do the right thing but do it quickly, don't delay any longer, don't promise but don't do it, people have suffered a lot already.
