In the current context, digital transformation is no longer simply digitizing dossiers and documents or bringing administrative procedures to the network environment, but also a process of fundamentally changing the operating methods of the administrative apparatus, from manual processing to data-based processing, from management thinking to service thinking.
A digital transformation system can only be considered effective when it brings specific results to people and businesses. The time to resolve administrative procedures must be shortened, the process must be transparent and easier to implement, travel and paperwork costs must be reduced to the lowest level, while minimizing errors in the processing process. More importantly, digital transformation must help change operating methods, improve management capacity and increase transparency in the operation of the State apparatus.
Recalling this content at the National Conference summarizing 1 year and 6 months of implementing Resolution No. 57, General Secretary and President To Lam said: "Resolution No. 57 is gradually entering every corner of life. Science and technology are not far away but right in the shrimp, rice plant, rice grain, OCOP products, tourism services, administrative processes, data platforms, manufacturing enterprises, schools, hospitals, commune-level authorities. The issue is to turn bright spots into widespread areas; turn models into movements; turn initiatives into development capacity of the entire economy, the whole country, and society...".
Clearly, digital transformation, in the final analysis, is not just a technology story but a story about institutional reform, management method reform and improving service quality. Turning the strength of digital transformation and science and technology into the development capacity of the economy and the country is still a rather long road, requiring digital transformation to continue to be promoted in a practical and effective direction, putting people at the center and taking data as the foundation.
With that determination, the goal of building a modern, transparent administration that better serves society will become a reality.
