Digital transformation is identified as one of the strategic breakthroughs of the country in the spirit of Resolution 57-NQ/TW. According to the Ministry of Science and Technology, after the process of arranging administrative units, many localities have proactively implemented digital transformation tasks. However, infrastructure, data platforms and technical conditions between localities are still uneven, affecting the ability to interconnect and effectively exploit shared systems.
Mr. Le Anh Tuan - Deputy Director of the National Digital Transformation Authority (Ministry of Science and Technology) - said that about 30% of terminal equipment at the facility does not meet the minimum configuration; 30% of computers and laptops have not been installed with copyrighted software; 61% of LAN network systems have not completed the approval of information security level dossiers.
According to Mr. Tuan, standardizing the implementation conditions at the commune level is an important requirement to ensure data, public services and digital systems operate uniformly and smoothly nationwide.
Meanwhile, the objectives of implementing Resolution 57 set out the requirement that 100% of commune-level officials must have equipment to meet work and personal digital signatures; 100% of work files at the ministerial, provincial and commune levels are processed on an electronic environment; at least 80% of eligible public services are provided in a complete manner; and at least 80% of information and documents related to production and business activities are provided only once to state agencies.
These are not only technical indicators but also a measure of the operational capacity of digital government in practice. These figures show that the determination to digital transformation at the grassroots level is very high, but the need for a unified, synchronous deployment model from infrastructure, data to technical standards is becoming more urgent than ever.
Reality shows that wherever there is a methodical approach, local support forces and clear implementation criteria, digital transformation brings clearer efficiency.

According to information from the Ministry of Science and Technology, in Thuong Tin commune (Hanoi), community digital transformation teams in 41 villages have implemented more than 3,000 turns of supporting people to install VNeID, register for online public services; 100% of households have electronic identification codes. The Commune People's Committee received and resolved nearly 10,000 administrative procedure dossiers with a correct and early rate of over 99%.
Models such as "Paperless Working Day", "Government No. 3T" or "Modern, Friendly Public Administration Service Point - Comprehensive Digitalization" continue to be maintained, contributing to improving the quality of service to the people.
In Ba Na commune (Da Nang), associated with the implementation of Resolution 57, the locality has established 22 Community Digital Technology Teams, organized 4 training classes in villages, guided people to use online public services and issued digital signatures to all officials, civil servants, and public employees.
According to the report of the Commune People's Committee, the locality has completed 94 out of 94 digital transformation criteria according to Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee 57 phase 2. The campaign "100 days of digital transformation at home - public services right in the alley" also contributes to bringing digital technology closer to the people.
These models show that when the commune level has a clear set of criteria, has direct support forces and there is synchronous coordination between the government and the community, the results of digital transformation are shown by specific figures on settlement dossiers, satisfaction level and access to digital services of people.
According to the National Digital Transformation Authority, a unified model is being researched based on the National Digital Overall Architecture Framework and commune-level digital transformation criteria. After a process of practical survey, opinion gathering and completion, this model will be the basis for localities to deploy synchronously nationwide.
In parallel with that, the Ministry of Science and Technology is continuing to develop documents guiding the implementation of the Law on Digital Transformation, and at the same time completing the National Digital Transformation Strategy to 2035, with orientations to 2040.
The standardization of the commune-level model is therefore not only of technical significance but also creates a foundation for data to be interconnected, public services to be standardized, and the 3-level government apparatus to operate smoothly and effectively. This is also one of the important conditions to realize the goal of developing science, technology, innovation and national digital transformation in the spirit of Resolution 57.
