During the process of the enterprise constructing the works, was there no agency or monitoring unit to detect and handle the violations?
If there had been inspection and supervision, violations would have been prevented and 400 hectares of land would not have been lost as happened. Or, if there had been inspection and supervision and violations were detected, the responsible individuals and agencies ignored them, allowing businesses to act freely.
Furthermore, Phu My Hung Company illegally built blocks A3 and A6 at South Saigon International School, with an area of nearly 10,000 square meters. It is hard to imagine that two large blocks of buildings were illegally built right in front of our eyes, but no one knew, no one knew, and it was not until today that the Inspectorate came to a conclusion.
People who build houses, just encroaching on an inch of land or committing any other violation, are immediately recorded and dealt with by the authorities. The Management Board of Investment and Construction of the New Urban Area of the South City (South City Management Board), the unit managing the investment and planning of the Phu My Hung Urban Area (District 7), must be responsible for the violations and wrongdoings of Phu My Hung Company.
According to the Inspectorate's conclusion, the Southern City Management Board also committed many violations, such as allowing illegal construction and land use, land encroachment in canals and green parks, and many households encroaching and building houses along the river.
The responsibility of the Southern City Management Board is clear, but there are many other superior agencies that cannot deny responsibility.
