Hanoi Convention - the first global legal document on cybercrime prevention, is the result of a methodical and drastic campaign process, demonstrating Vietnams multilateral diplomatic stance and ability to connect and reach consensus.
During the 8 rounds of negotiations, the Vietnamese delegation not only actively contributed content but also took on the role of coordinating and harmonizing differences between countries with different legal systems and benefits.
Above all, Vietnam's successful mobilization for the United Nations General Assembly to select Hanoi as the venue for the Opening Ceremony of the United Nations Convention against Cybercrime with the participation of nearly 100 countries and the Secretary General of the United Nations, making this important document called the "Hanoi Convention" an important milestone in multilateral diplomacy.
This is the most vivid proof of international trust in Vietnam - a proactive, brave, humane country, consistent in its foreign policy of independence and self-reliance.
In the context of cybercrime becoming a global security threat, Vietnam's contribution to the development of the Convention is based on the principle of respect for sovereignty, non-interference in internal affairs and compliance with international law, showing the proactive thinking of protecting national interests in parallel with the common interests of humanity.
The Hanoi Convention also reflects the long-term vision of the Party and State in building a strategy to protect the Fatherland in cyberspace, associated with Resolution 29 on the strategy to protect the Fatherland in the new situation and Resolution 57 on innovation and digital transformation.
As the host country, Vietnam will be in the first group of countries to sign and implement the Convention.
After this signing ceremony, our Hanoi will not only be the venue for the event, but also become a symbol of international cooperation in cyberspace protection.
The implementation of the Convention will open up opportunities for Vietnam to improve its investigation capacity, technical cooperation, build training centers, and conduct cybersecurity drills, while attracting resources and technology from global partners.
More importantly, the Hanoi Convention affirms Vietnams leadership in a number of global issues: not only protecting national interests, but also contributing to the formation of a fair, safe and reliable digital order.
Vietnam is no longer on the sidelines of international processes, but has become a central part of global dialogue and cooperation.
