First, the Draft continues to propose that "teachers' salaries are given the highest priority in the administrative career salary scale system".
This is an issue that was raised 10 years ago when Resolution 29 was issued. However, it has not been implemented yet for many reasons. But it promises to be implemented in the future, although it requires more appropriate calculations on resources and balancing the State budget that can be paid.
Next, the Ministry of Education and Training adjusted its viewpoint and thinking in State management of teachers by proposing that "the education sector has a more active role and initiative in recruiting, using and managing teachers".
The new perspective and thinking, as explained by Minister of Education and Training Nguyen Kim Son, will shift the focus from personnel management to human resource management, with teachers being seen as a key resource contributing to the success of education.
This human resource will be proactively trained, recruited, used and treated by the education sector according to a system of regulations implemented by the education sector, not according to the model of asking for each official position from the Ministry of Home Affairs as before.
Changing the mindset from personnel management to human resource management, plus being proactive in recruiting and using, is not only a big breakthrough but also an urgent requirement in the context of education facing fundamental and comprehensive innovation requirements.
This change also shows its rationality and legitimacy, promising to be an effective tool so that the education sector is no longer passive, contributing to solving the problem of not being able to recruit teachers, which is currently a "bottleneck" of the education sector.
If it is allowed to actively recruit teachers, the Ministry of Education and Training needs to courageously commit to saying no to negativity by proposing recruitment solutions that ensure objectivity, fairness and transparency.
When teachers are paid well and are allowed to teach honestly based on their own talents, not through other paths outside of their expertise as rumored, then the change in perspective and thinking from management to human resource management has a chance to be effective!
