Many localities such as Ho Chi Minh City, Binh Duong, Hanoi... have quickly implemented this, making many teachers "cry tears of joy" when they received Tet bonuses of 4 to 7 million VND.
However, the joy is not complete for teachers who are not on the payroll. In some localities, in the instructions for implementing Decree 73, contract teachers are not entitled to this bonus.
Or in Hanoi, thousands of teachers are at risk of losing their 2025 Tet bonus according to Decree 73 because the school is financially autonomous.
The situation of “some have, some don’t” has created sadness for contract teachers, especially when they still participate in teaching work, shouldering responsibilities for students no different from permanent teachers.
Although legally, considering beneficiaries according to regulations is understandable, from a humanistic perspective, it is difficult to avoid feeling sad among colleagues at the same school, especially during Tet.
Perhaps, we need to soon have a more reasonable adjustment so that contract teachers can also feel encouraged and fair, by expanding the beneficiaries of the bonus according to Decree 73, so that contract teachers - even though not officially on the payroll - can also receive a certain level of treatment, appropriate to the effort they put in.
Localities also need to be more flexible in arranging and prioritizing budgets so that every teacher can have a little joy at the end of the year.
If a policy is "humane", it should ensure the highest possible fairness and consistency.
Tet bonus for teachers according to Decree 73 of the Government is a new issue, it is inevitable that there will be initial problems. Consider this an important first step in improving the treatment of teachers.
This year's bonus may not be high, the target audience is not wide, and the budget is not even, but it opens up hope for the teaching staff to believe that their contributions will sooner or later be duly recognized.
And that is the core meaning of a humane policy, demonstrating the care for the "career of human development" of the Party and State.
