According to the submission that the Ho Chi Minh City People's Committee has just sent to the City People's Council, early retirement cases are paid according to the regime of Decree 178 and the regime according to the city's own policies, the highest level is up to nearly 2.7 billion VND/person.
And to implement support under Decree 178 and specific policies of Ho Chi Minh City, the budget is expected to spend nearly 17,000 billion VND.
In fact, the biggest concern and concern of many leaders, cadres, civil servants and public employees in the current streamlining process is in addition to going or staying, losing their positions and jobs, and what support policies are there?
General Secretary To Lam, in his speech at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee, on December 1, 2024, also predicted this issue.
And the General Secretary requested: "Each agency and unit must carry out well the political and ideological work and the regimes and policies for cadres, party members, civil servants, public employees and workers affected by the reorganization of the organization and apparatus; ensure fairness, publicity, objectivity, and avoid complications".
From the reality of Ho Chi Minh City, it can be seen that additional support policies, in addition to the general subsidy according to Decree 178, have shown the reasonableness and humane spirit of the city.
This also helps stabilize psychology, creating conditions for affected people to be proactive, have reserve resources, and ensure living expenses during the time looking for a job after streamlining.
Of course, among the about 100,000 cadres and civil servants nationwide who need to be streamlined this time, not everyone is lucky enough to receive a "s own regime" outside of the general policy as in Ho Chi Minh City.
Because each locality has different socio-economic conditions, the specific support level will also be different. But Ho Chi Minh City is a suggestion for other localities to consider in their own budget conditions.
Streamlining the apparatus is not simply about reducing people and salary funds, but also an opportunity for localities to restructure, improve capacity and administrative quality.
And the satisfaction in the rights of those who leave their positions both helps reduce obstacles and strengthens the trust of those who stay.
