On February 13, at the group discussion on the draft Law on Government Organization (amended), Permanent Deputy Prime Minister Nguyen Hoa Binh stated: "Is streamlining stopped? The process of streamlining the apparatus is only the beginning and we need to continue researching to streamline more, so the law may also be adjusted in the coming time".

In just a short time, ministries, branches and localities have streamlined their apparatus and merged many units. People are very excited to see with their own eyes " say what you do, "only practice", "the workplace is not a backlog". The majority of people agree, civil servants agree, the streamlining of the apparatus is being implemented quickly.

The Politburo's orientation to merge some provinces makes people more confident in the drastic actions of the Party and State in streamlining the apparatus.

Having separated the province and now merged it into a province is normal, each historical period has different requirements and demands. Do whatever is beneficial to the people and the country.

Some ministries will be merged to complete the Government's apparatus, increasing effectiveness and efficiency in management. So some provinces can also be merged to increase effectiveness and efficiency.

63 provinces and cities have cumbersome and heavy apparatus, the budget has to nurture many cadres and is costly for operations. The merger not only saves the budget but also improves the quality of management and operation.

Vietnam is accelerating the digital process, e-government, digital society, digital economy. Up to now, Vietnam has been relatively fully prepared and ready to govern the country modernly and intelligently. With an established and continuing to improve ecosystem, it is possible to ignore manual management, many intermediate layers and takes a lot of human and material resources.

Along with merging some provinces, removing district level is worth studying and implementing early.

The Ministry of Public Security takes the lead in terminating the operation of the district-level police. When there is no longer a district-level police force, the District Court and Procuracy also need to end it. Abolishing intermediary levels for agencies at the same level is synchronous and scientific.

It is very appropriate to remove the district level, reduce one level of government, the apparatus will operate more smoothly and effectively.

If the merger of some provinces and the removal of district level is quickly and decisively implemented, the apparatus will be more streamlined. People and businesses will enjoy a modern and healthy administration, with a team of professional civil servants, working in a spirit of service and justice.
