Vietnam's urban development is still limited by geographical distance and connecting infrastructure. Hanoi - Quang Ninh, although only more than 150km and already has a continuous Hanoi - Hai Phong - Quang Ninh expressway, also takes 2-2.5 hours to travel, creating separation between economic poles.
But when travel time is only 23 minutes, the concept of "distance" will be rewritten to form a connected urban area over time. For example, where workers can live in Ha Long ward but work in Hanoi, or vice versa. The development space of the Capital is therefore expanded in a multi-polar direction, reducing pressure on the inner city area, which is already overloaded.
The "growth triangle" structure of Hanoi - Hai Phong - Ha Long is also more clearly defined thanks to this: Hanoi is the administrative - financial center; Hai Phong is the industrial - logistics pole; and Ha Long becomes a high-class tourism - service center.
In other words, the high-speed railway line is creating a new development ecosystem. Areas once considered "far from Hanoi" will become "part of expanded Hanoi".
The Hanoi - Quang Ninh high-speed railway line, expected to be inaugurated in 2028, is also a test for urban development thinking according to infrastructure corridors, regional links and "travel time".
In the expected report on the 5-year socio-economic development plan 2026 - 2030 presented at the First Session of the 16th National Assembly on April 9, the Government set out the goal: "Developing a synchronous and modern infrastructure system; promoting urbanization and urban development, regional linkages. Focusing on investing in expressway routes according to planning, gateway seaports combined with international transshipment, major airports, high-speed railway lines on the North-South axis, international connecting railway lines, urban railway lines; by 2030 putting into use over 5,000km of expressway.
Therefore, the groundbreaking event of the Hanoi - Quang Ninh high-speed railway line is of great significance, creating a premise for subsequent projects, especially the North-South high-speed railway project with the mindset of developing new urban space. The event also affirmed the capacity of Vietnamese businesses to participate in projects that require high technology and large capital, affirming the correctness of the spirit of Resolution 68 on private economic development.
