On November 26, Chairman of the Provincial People's Committee Pham Quang Ngoc chaired a working session with wards and communes of the old Hung Yen city to listen to a report on the situation after the arrangement of administrative units and urban development orientation of Pho Hien area in the new period.
Reports from localities show that after the arrangement of commune-level administrative units, the apparatus is quickly consolidated, the two-level government model operates stably. The direction and management work has maintained a rhythm; many socio-economic indicators have been achieved and exceeded the plan.
Urban management, infrastructure renovation, and administrative reform continue to change positively. However, localities also reported some difficulties such as large workload, many concurrent positions and limited infrastructure investment resources.
At the meeting, wards and communes focused on proposals on perfecting the organizational apparatus; increasing investment in technical infrastructure; renovating and beautifying urban areas; speeding up the progress of dynamic projects; preserving and promoting the value of Pho Hien heritage. Pho Hien Ward proposed to consider increasing the number of specialized rooms and supporting capital for urban and traffic improvement.
Hong Chau Ward hopes that the province will pay attention to the model dike line and soon implement a project to recreate the old Pho Hien port. Tan Hung commune proposed to promote training of cadres and investment in infrastructure. Son Nam Ward proposed upgrading the embankment of residential areas and studying the opening of more high school education institutions.

Leaders of departments and branches answered many questions related to space planning for Hanoi Street; waste treatment, wastewater; urban management; cultural and tourism development. Delegates also proposed organizing a second scientific conference on Pho Hien Street; evaluating the activities of Pho Hien University; upgrading the lighting system and strengthening urban order.
Concluding the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized that the old Hung Yen city is an important urban center, including the core area and the planning area to recreate the old Pho Hien port. Trade and service development needs to be associated with preserving the unique cultural and historical values of this land. According to the Chairman of the Provincial People's Committee, to develop Hung Yen urban area synchronously and modernly, it is necessary to focus on implementing key projects with spillover effects, creating new momentum for urban space.
The Chairman of the Provincial People's Committee assigned the Department of Construction to develop and adjust the urban space planning of Pho Hien in the direction of expansion and continuous connection, especially the area towards the Red River. He suggested that wards and communes promote the spirit of solidarity; closely coordinate in urban management; attract non-budgetary investment, especially in transportation infrastructure, trade - services, culture - tourism; at the same time, focus on training and improving staff capacity. Localities need to continue to restore and embellish relics belonging to the Pho Hien Special National Monument complex and enhance environmental sanitation and urban beautification.
The Chairman of the Provincial People's Committee acknowledged the recommendations and assigned departments and branches to synthesize and advise on implementation plans in accordance with the development orientation of Pho Hien urban area in the new period.
