The above content was informed by National Assembly Chairman Tran Thanh Man at the meeting of the National Assembly Standing Committee held on the morning of March 11.
Previously, at a working session with the Standing Committee of the Binh Thuan Provincial Party Committee on March 8, Permanent Deputy Prime Minister Nguyen Hoa Binh said: "Currently, we have about 10,500 commune-level units, expected to be about 2,500 in the future".
Monitoring activities to streamline the apparatus, merge central agencies, units, ministries, branches and local agencies shows that implementation is very fast, solving difficulties wherever they are, without hesitation or backtracking.
Information about removing district level and merging some provinces further strengthens people's confidence in the policy of streamlining the apparatus of the Party and State.
To date, the streamlining from 10,500 commune-level units to about 2,500 - that is, reducing 8,000 commune-level units - shows that the streamlining policy is very drastic, truly a revolution of the country.
Abolishing the district level and merging communes according to the above plan, the work pressure will be huge, requiring civil servants to be good at their profession, dedicated and responsible.
Therefore, those who are chosen to sit in the civil servant chair must be elite, work really, there is no place for those holding public positions to work separately, there is no longer the situation of " carrying the umbrella in the morning, carrying it in the evening".
Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized the quality of commune-level cadres: The quality of commune-level cadres must now be equivalent to that of provincial and central cadres, without any gap. The next commune secretary will be a member of the provincial Party Committee, even a regular member....
According to the review of the Ministry of Home Affairs from 2023, out of a total of 212,606 commune-level civil servants, the number of people with university degrees is 178,115, accounting for 82.3%; colleges are 7,581, accounting for 3.5%; intermediate and primary schools have 29,697, accounting for 13.71%.
In the near future, about 8,000 wards, communes and towns will be merged into other administrative units, certainly with a huge surplus of personnel. Those who do not meet working requirements will retire early and be supported according to regulations, ensuring fairness.
Streamlining the commune level, creating opportunities for cadres and civil servants with real talent, meeting working requirements, the grassroots administrative apparatus will operate smoothly, effectively and efficiently.
That is the wish of the people.
