As reported by Lao Dong on March 24, Deputy Minister of Home Affairs Truong Hai Long has just signed a document requesting the People's Committees of provinces and centrally run cities to temporarily suspend the submission of the Project on the arrangement and establishment of district and commune-level administrative units according to the provisions of Resolution 1211/2016 (amended and supplemented in Resolution 27/2022) and Resolution 35/2023 of the National Assembly Standing Committee; at the same time, temporarily suspend the classification of administrative units at all levels.
The Ministry of Home Affairs also proposed to temporarily suspend the construction of the Comprehensive Planning Component of administrative units at district and commune levels until 2030 and vision to 2045 until a new policy is issued by competent authorities.
The Ministry of Home Affairs said that the above proposals are aimed at implementing Conclusion 127/2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system. Including the development of a project to merge a number of provincial-level administrative units, not district-level organizations, and continue to merge commune-level administrative units.
According to Lao Dong's research, Resolution 27/2022 issued by the National Assembly on September 21, 2022 amends and supplements a number of articles of Resolution No. 1211/2016 of the National Assembly Standing Committee on standards for administrative units and classification of administrative units.
Resolution No. 35/2023 issued by the National Assembly Standing Committee, effective from July 19, 2023, resolves the arrangement of district and commune-level administrative units in the period of 2023 - 2030.
As of early 2025, Resolution 1211/2016 (amended by Resolution 27/2022) and Resolution 35/2023 are the basis for the National Assembly Standing Committee to issue resolutions, approving the plan to reorganize district and commune-level administrative units in the 2023-2025 period of 51 provinces and cities nationwide.
However, in Conclusion 127/2025 signed on February 28, 2025, the Politburo and the Secretariat oriented to assign the Government Party Committee to preside over and coordinate with the Central Organization Committee, the National Assembly Party Committee, the Party Committee of the Fatherland Front, central organizations and relevant agencies to direct the research and development of a project and submission to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level, continuing to merge commune-level administrative units.
According to this orientation, the Government Party Committee is assigned to urgently implement the project development, ensuring the progress of assigned tasks.
In which, after receiving comments from the Politburo and the Secretariat, completing the project to ask for opinions from provincial Party committees, city Party committees, party committees directly under the Central Government and central agencies, organizations, and party committees, the Government Party Committee will continue to receive comments from provincial Party committees, city Party committees, and party committees directly under the Central Government, complete the project, and report to the Politburo and the Secretariat before March 27, 2025.
Then continue to receive opinions from the Politburo, the Secretariat, and agencies, complete the project and submission; submit to the Party Central Committee through the Central Organizing Committee before April 7, 2025.
In addition to the basis of implementing Conclusion 127/2025 of the Politburo, the Secretariat and the Ministry of Home Affairs said that the suspension of the District and Commune-level Arrangement Project was also based on Document 1824/2025 of the Government Office.
In this document, the Government Office proposed that the Ministry of Home Affairs study the appropriate time to submit to the Government on the project to establish urban administrative units.
