The three appearances of the word "People" in this speech have raised many issues.
First is the "legitimate aspiration of the People". Although the Central Government does not raise the issue of continuing to arrange and adjust administrative boundaries at commune level simultaneously, it still leaves this possibility open to localities. This shows that the spirit of "taking the People and people as the center" is very clear.
Second, requiring all options to "better serve the people" affirms the basic objectives of policies. This is the core factor to create consensus.
Thirdly, especially importantly, the requirement to eliminate the ideology of "pleasing officials, suffering the people" has set out the right method of action.
The above things once again affirm the basic principle in the organization and operation of the State apparatus: All decisions must be aimed at serving the people better, and must not take the convenience of public authorities as the sole measure.
From a specific perspective, a plan may be favorable for arranging headquarters, assigning officials, organizing meetings or managing dossiers, but if it causes people to travel further, wait longer, incur additional costs, and have difficulty accessing public services, it cannot be considered the optimal option.
Adjusting administrative boundaries cannot only be calculated based on area, population or number of focal points. It is necessary to fully assess the impact on each population group, especially the elderly, people with disabilities, the poor, people in remote and isolated areas and those who have little opportunity to use digital services.
The problem here is that it is still necessary to build plans that are both "people-friendly" and consider the "official-friendly" factor. The main solution is to build a scientifically organized apparatus, applying good technology, clearly assigning responsibilities, both creating conditions for officials to work effectively and serving the people better.
When the two factors "cadres agree, people agree" are harmonized, the implementation of resolutions and guidelines into life will be easier and more effective, clearly shown through the quality of life, development opportunities, safety, trust and happiness of the people.
