Regarding administrative procedure reform, the plan requires to continue to strictly control the promulgation of administrative procedure regulations in the process of building and promulgating legal documents, especially administrative procedures related to people and businesses, ensuring that newly promulgated administrative procedures are truly necessary and simple, easy to understand, and easy to implement.
Promote the review, reduction, and simplification of administrative procedures associated with arranging and streamlining the organizational structure and based on data.
In which, continue to review and propose to remove cumbersome and overlapping procedures that are easily exploited for corruption, causing difficulties for people and organizations; remove unnecessary and unreasonable dossier components.
Integrate and drastically reduce application forms, declarations, components of dossiers requiring certification and unnecessary documents or duplicate information contents on the basis of effectively exploiting and using existing data on national databases and specialized databases.
Focus on amending, supplementing, and promulgating legal regulations to implement plans to cut and simplify administrative procedures related to production and business activities that have been approved by competent authorities.
Removing procedural barriers to create conditions to promote the development of the private economy and the state economy according to Resolution No. 68-NQ/TW and Resolution No. 79-NQ/TW of the Politburo and other resolutions related to investment and business.
Effectively organize the implementation of cutting and simplifying administrative procedures based on data according to Resolution No. 66. 7/2025/NQ-CP dated November 15, 2025 of the Government and other relevant regulations.
Promote cutting and simplifying internal administrative procedures between state administrative agencies: Regularly review and promptly and fully announce internal administrative procedures; organize the implementation of plans to simplify administrative procedures according to the roadmap approved by competent authorities; restructure procedure processes, increase interconnection, and share data to serve management, administration and improve labor productivity in state administrative agencies.
Another important task is to comprehensively innovate the reception and resolution of administrative procedures and the provision of public services.

Build, upgrade and effectively operate an information system to resolve administrative procedures according to a centralized model, integrated on the national Public Service portal, ensuring unity, synchronization, ease of implementation, helping to save time, costs and avoid duplication of investment.
Completing internal procedures and electronic procedures for administrative procedures; continuing to effectively implement the one-stop shop and inter-agency one-stop shop mechanisms according to Government regulations.
Strengthen the inspection of the responsibility of civil servants and public employees in handling administrative procedures and providing public services to people and businesses.
