The document clearly states: "Establishing a new growth model with the goal of improving productivity, quality, efficiency, added value and competitiveness of the economy; taking science, technology, innovation and digital transformation as the main driving force; creating high-quality production and new production methods, focusing on data economy, digital economy; promoting digital transformation, green transformation, energy transformation, structural transformation and quality of human resources. Identifying new growth drivers and taking science and technology as the focus to innovate traditional growth drivers. Forming strong growth poles, key economic regions, urban areas, and new generation special economic zones on par with the region and the globe".
The decision to build a semiconductor chip manufacturing plant is one of the specific steps to achieve this goal. This also shows proactiveness in technology access, mastering from design, production to testing of semiconductor chips.
At the Conference summarizing the work in 2025 and key tasks and solutions for 2026 of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation at the end of 2025, General Secretary To Lam emphasized: "Agreeing with the motto of 2026 is "Breakthrough actions, spreading results". 2025 has completed the "start-up, kick-off" phase, 2026 must immediately switch to "acceleration".
The commencement of construction of the first semiconductor chip manufacturing plant in Vietnam is to implement the direction of "breakthrough", "acceleration" from the beginning of the year, implementing early and remotely the Party's directions on establishing a new growth model.
Mastering semiconductor chip technology not only creates a new industry but also opens up opportunities for other industries such as electronics, telecommunications and information technology. This contributes to promoting digital transformation and helps improve labor productivity, product quality and added value of the economy. Vietnam aims to have at least 50,000 semiconductor engineers and 100 chip design enterprises by 2030, which shows a strong determination in building a highly skilled labor force and meeting the needs of industrialization and modernization of the country.
Mastering semiconductor technology creates opportunities to develop strategic defense and security industries in the new period, playing an important role in protecting national security.
With science, technology and innovation as the main driving force, Vietnam is confidently reaching out into the digital age, improving productivity, quality, efficiency and added value of the economy. This is a step to affirm Vietnam's aspiration to reach a strong position in the international arena, in accordance with the spirit that the draft documents of the 14th Party Congress have stated.
