On December 2, discussing the Investment Policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035, delegate Nguyen Hoang Bao Tran expressed his opinion:
We cannot let a large part of the children of the core workforce of the economy suffer from educational opportunities. Education fairness is not only a matter of mountainous areas - low-lying areas but also fairness right in the heart of industrial cities".
A view on educational fairness is very convincing.
Up to now, when discussing investment in educational support, the majority of opinions have focused on localities in disadvantaged areas.
That concern is completely legitimate, however, there are a number of students right in the heart of the industrial city, but also facing the situation of "educational lowlands".
They are children of workers working in export processing zones and industrial parks.
A reality that everyone can see is that workers' income is still low, just enough to cover living expenses, without savings.
With a small salary, workers only live in boarding houses, their children are sent to spontaneous childcare facilities, and very few children have the opportunity to go to kindergarten.
Children grow up in boarding houses, according to delegate Bao Tran, they lack space for learning, limit social connections, and do not have access to extracurricular activities.
Delegate Bao Tran provided more information, in some places more than 70% of children in industrial parks are not allowed to study gifted subjects, foreign languages or extracurricular activities because the family's economic conditions do not allow it.
Thus, even though they live in urban areas, children of workers still suffer many disadvantages in accessing education.
Therefore, it is necessary to invest and support to fill the "educational lowlands" as analyzed.
There have been many proposals on investing in building kindergartens and schools in areas with concentrated industrial parks, prioritizing the education of workers' children.
Currently, students of all levels are exempted from tuition fees, but for the children of workers, paying other expenses according to regulations such as student health insurance is also a significant amount compared to the income of workers.
In addition, there are boarding meals; boarding equipment, school supplies for preschool children and drinking water, if supported, it will reduce the burden on parents.
Providing all contributions to the school for the children of workers is practical and meaningful support.
Children have good learning conditions, workers are assured of working, businesses benefit, the locality is stable, and society develops sustainably.
