On September 23, continuing the program of the 49th Session, the National Assembly Standing Committee gave opinions on the report summarizing the inspection content of the National Assembly agencies on the implementation of a number of resolutions of the 14th and 15th National Assemblies on thematic supervision and questioning.
Chairman of the Committee for Civil Judgment Enforcement and Supervision Duong Thanh Binh said that the law on construction - traffic, real estate, housing, urban and rural planning has been reviewed and perfected;
Programs and projects on urban development, green growth urban areas, smart cities, and urban areas adapting to climate change have been increased; the progress of transport projects has been accelerated; the application of new materials and advanced technology has been focused on.
However, there are still many shortcomings in urban management and development, social housing; the results of social housing development have not met expectations; there are still cases of key national projects being behind schedule; site clearance in some localities has not met requirements.
Participating in the discussion at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee and the Government Party Committee Standing Committee had discussed and agreed that at the upcoming 10th meeting, a session will be spent on discussion, instead of holding questions as usual.

The National Assembly Chairman noted that there are a number of important and urgent tasks that need to be implemented during this term but have not been completed, such as two national plans for the period 2021-2030 that have not been approved and one national plan that has not been established.
These are the planning for the development of a network of press, radio, television, electronic information facilities, and publishing facilities; The overall planning of national reserve warehouses and the planning for the exploration, exploitation, and processing of radioactive ores.
According to National Assembly Chairman Tran Thanh Man, the implementation of the competitive retail electricity market is still slow compared to the roadmap. The public investment program for rural, mountainous and island power supply for the period 2021-2025 has not been approved. The task of building a land database nationwide is still slow.
Another issue that the National Assembly Chairman suggested was the implementation of the VND120,000 billion preferential credit program for social housing was very slow.
Many localities have not yet allocated land to build social housing and housing for workers, causing the number of projects to start is low, the progress is slower than the actual needs of the people.
"These are important tasks and solutions affecting people, businesses and State management activities. Therefore, in the upcoming discussion, although short-term, it is important to synthesize and report fully to see the openness and responsibility of ministries and branches towards the National Assembly, the people and voters" - the National Assembly Chairman suggested.
