This decision was approved after a working session between the Office of the Da Nang City People's Committee and the Department of Science and Technology (KHCN) of Quang Nam province on May 7.

When implementing the merger of provinces, localities across the country will establish a joint steering committee between localities, discuss, discuss and find preparation options for the merger and consolidation of provincial-level governments. The most "hot" problem is still the human problem. That is, arranging jobs for redundant staff, arranging accommodation, traveling for staff and their families when changing jobs, taking care of their aspirations... Those worries are very legitimate.

But amidst those "popular" concerns, Quang Nam shows another perspective, a very practical concern, which is concern for the people.

Quang Nam has proactively sat down with Da Nang to discuss "digitalization". Specifically, how to make the information systems and databases of the two localities integrate smoothly, especially the upgrading of infrastructure and updating information for people, especially in remote areas, so that when "going to a house" with Da Nang, everything will operate without problems, people will not have to travel far to the city or suffer because the "mechanical" is not yet familiar.

Quang Nam's proposal to keep the personnel, equipment and technical infrastructure currently operating the Provincial Electronic Information Portal to maintain stability and avoid information breaks. This portal currently has nearly 30,000 followers on fanpages, YouTube channels with more than 16,000 subscribers, Zalo OA 1022 with nearly 100,000 people interested...

Quang Nam's administrative procedure settlement information system has processed nearly 850,000 records in just over a year of operation, digital signature, online payment, online results payment... will also be retained and integrated with Da Nang.

Quang Nam was criticized by the Ministry of Justice for its sluggishness in digitizing citizen databases. The rate of digitalization of civil status and household registration is low, in some communes it is less than 1%. Therefore, the province has launched 20 peak days, and it has only been completed for more than 10 days.

From that boost, many other industries also took action. The police updated millions of labor data, the Department of Construction digitized the entire dossier. Currently, the whole province has 109 specialized database systems, processing nearly 150 million transactions per year. Digital transcripts have also been deployed 100% in primary schools. The numbers speak for themselves, showing the determination of Quang Nam.

Of course, not everything is pink. Land database is still a "bottleneck" and progress is still slow. Quang Nam is also resolutely directing, setting a target of completing by June 2025.

The way Quang Nam is preparing for the merger, especially the interest in digital and data infrastructure, can see a modern management thinking, putting the interests of the people on top. Because, when the system is smooth, the data is standardized, the management and administration after the merger effectively, the new people really benefit from the expansion of administrative boundaries. The concern of Quang Nam - Lo for the people is worthy of other places for reference.
