In which, Article 1 includes 8 items, amending and supplementing a number of provisions of the 2013 Constitution on the Vietnam Fatherland Front and socio -political organizations, administrative units and local government organizations. Article 2 consists of 3 items, provisions on the effectiveness of implementation and transition terms.
"The committee proposed to determine the effective time of implementation of the Resolution is from 1.7.2025. In order to promptly institutionalize conclusions and directions of the Central Government, the Politburo, the Secretariat, the Committee proposed in the draft Resolution, it is necessary to officially declare the ending of the district -level administrative unit, and at the same time stipulate the provision of the People's Councils, the People's Councils). National Assembly deputies when arranging administrative units at the provincial and commune levels in 2025; at the same time consolidating the organizational structure of the People's Council and the People's Committee for the term 2021-2026 in the context of no district administrative unit " - Vice Chairman of the National Assembly said.
Mr. Nguyen Khac Dinh also said that the Committee proposed to amend and supplement Article 10 in the direction of affirming that the Vietnamese Trade Union is the socio -political organization of the working class and workers, under the Vietnam Fatherland Front. At the same time, supplementing the tasks of the Trade Union is the representative of the National Laborers at the labor relations and international relations on trade unions, suitable for the context of international economic integration.
The amended and supplemented content of Article 110 clearly states: Vietnam's administrative units include provinces and centrally run cities and administrative units under provinces and centrally run cities; along with special administrative - economic units established by the National Assembly.
The determination of types of administrative units under provinces and centrally run cities as well as the order and procedures for establishing, dissolving, merging, dividing administrative units, and adjusting the boundaries of administrative units will be regulated by the National Assembly.
Appointing leaders of provinces and cities after the merger
According to the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013, when consolidating the organizational structure of the agencies after the arrangement of administrative units and ending the activities of the district -level administrative units in 2025, the election of chairman, Vice Chairman of the People's Council, heads of the People's Councils, Chairman, Vice Chairman of the People's Committee was arranged; Do not elect the head of the delegation, Deputy Head of the National Assembly delegation of provinces and cities directly under the Central Government formed after arrangement.
Based on the announcement of the competent Party Committee managing cadres, the National Assembly Standing Committee will appoint Chairmen, Vice Chairmen of People's Councils, Heads of People's Council Committees, Heads of Delegations, Deputy Heads of National Assembly Delegations in provinces and centrally run cities formed after the reorganization.
The Prime Minister appoints Chairmen and Vice Chairmen of People's Committees of provinces and centrally run cities formed after the reorganization.
The Standing Committee of the provincial People's Council appoints members of the People's Committee of the provinces and cities directly under the Central Government formed after the arrangement and appoints the Chairman, Vice Chairman of the People's Council, the heads of the People's Councils, the Chairman and Vice Chairman of the People's Committee of the commune administrative unit formed after the arrangement.
The Standing Committee of the commune -level People's Council appoints members of the People's Committee of the commune -level administrative unit to form after arrangement. In special cases, it is allowed to appoint personnel not to be a representative of the People's Council holding the leaders of the provincial and commune People's Councils to form after arranging.
