Therefore, Resolution 66 has been strongly responded to by the business community, because it has opened up opportunities to end the legalization of economic and civil relations.

In fact, many cases have been legalized, while in essence it is just civil relations, that is something the business community is concerned about. When participating in production and business, businesses can face risks and accept losing assets because they still have the opportunity to rebuild. But if they are criminally prosecuted and imprisoned, they will lose money, time, health, and reputation. In addition, the biggest loss is loss of trust. Another reality is that when an individual in a business shows signs of violations, that legal entity is often frozen, leading to damage, even bankruptcy.

Thus, for businesses, the larger they are, the more afraid they will be of legal risks, if they are criminally prosecuted, they will be considered to have lost everything. That loss is not only for businesses, but also has a negative impact on society, because such businesses are also related to many other partner businesses, customers, individuals and organizations.

In an environment full of the risk of death, it is difficult for businesses to dare to commit, think big, and do big to become world-class corporations, technology "unicorns". Abolishing unnecessary business conditions for production and business enterprises is a must, but for enterprises to be confident, confident in starting a business, and innovate, a solid legal system and a transparent and safe legal environment are needed.

Resolution 66 not only protects genuine entrepreneurs, but also creates motivation for investors to participate in the market. Concerns about legal risks leading to criminal proceedings are erased, businesses and entrepreneurs believe that their rights are protected by law and will confidently break through.

But what the business community longs for and expects is that Resolution 66 will soon come into life and the public authority apparatus will operate in accordance with the spirit of the Resolution.

Coming into real life is when signs of violations occur in enterprises, the authorities approach in the spirit of prioritizing the application of civil law, creating conditions for enterprises to overcome the consequences and ensuring the principle of presumption of innocence in the process of investigation, prosecution and trial of cases.

The rights and assets of businesses and individuals are protected, on the basis of fairness and respect for human rights, which is democracy and civilization.
