On the morning of May 17, with over 91% of delegates in favor, the National Assembly passed a Resolution of the National Assembly on adjusting and supplementing the State budget estimate for 2025.
This is a new content added to the agenda of the 9th session of the 15th National Assembly.
Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Government's proposal.
According to the resolution, the Government is allocated VND6,623 billion from the central budget regular expenditure estimate for 2024 not yet allocated to 2025, to implement the tuition exemption policy, and arising tasks ( relocation of new headquarters, repair of headquarters, information infrastructure system...) to ministries, central and local agencies after the merger.

According to the previous calculation of the Ministry of Education and Training, the central budget need to support localities in implementing tuition exemption policies (based on preliminary data after requiring localities to ensure implementation sources according to regulations) is about 10 trillion VND, in 2025 alone (4 months of the 2025-2026 school year) is about 4.5 trillion VND.
The National Assembly also resolved to allocate 3% of the total budget expenditure in 2025 for science, technology, innovation and national digital transformation to meet the requirements of Resolution No. 57 of the Politburo. This figure is equivalent to about VND 25,000 billion.
In case the revenue has been increased but it is still not enough, the Government will submit to the National Assembly to allow adjustment and arrangement of unallocated expenditures of the central budget for 2025 to carry out this task.
