On the afternoon of May 15, the National Assembly discussed in groups the draft Resolution of the National Assembly on mechanisms and policies for private economic development.
Speaking, Central Party Committee member and Deputy Prime Minister Ho Duc Phoc emphasized that the resolution on private economic development is very necessary and correct to create a breakthrough for the economy.
The Government leader stated that it is necessary to create an open and preferential mechanism for economic development in the direction of ensuring fairness, transparency, and no distinction between private economic sectors, the State or foreign investment capital.
The Deputy Prime Minister mentioned the regulation that only inspect businesses no more than once a year.
"We do not know if such a regulation is complete or not. For example, just one check, if there are loopholes, especially issues related to food safety and fire prevention, are urgent issues," said the Deputy Prime Minister, raising the issue of whether sectors can organize inspections once or many times.
"If the tax issue has been checked once this year, it will not be checked anymore. Or fire prevention and fighting inspection can only be checked once.
If the regulation is strict only one time, all inspectors of sectors or Government inspectors will only be inspected once," said the Deputy Prime Minister and suggested considering this place.
The Deputy Prime Minister also mentioned the regulation on the Small and Medium Enterprise Development Fund (SHPF) with the function of lending to start-ups; supporting Lending to SHPFs.
"I felt like I could fail right from the design stage. How to create a lending and collection fund. What mechanism is used to collect money if there are no collateral or mortgaged assets? ", said the Deputy Prime Minister.
The Government leader pointed out the reality that commercial banks lend with collateral but cannot yet collect money, now that a fund has been created, they have to preserve the fund, but lending cannot be done.
Therefore, this fund should support, be formed from many sources, contribute from different sources, and be responsible for supporting businesses, but it must clearly stipulate what tasks to support businesses in, such as technology transfer, staff training or supporting human resource improvement, attracting high technology...
"We must spend and settle according to regulations, and if we do it for lending, no one will dare to lend it all," the Deputy Prime Minister stated his opinion and said that policy design needs to be feasible.
Finally, the Deputy Prime Minister emphasized that in order to develop the private economic sector, most importantly the State's creation and implementation of the private economic sector, only then can it succeed.
Speaking to the press on the sidelines of the group discussion session on this issue, the Deputy Prime Minister said that for key areas, inspection and examination should be regulated no more than once a year, the rest will be checked according to probability, post-inspection with a frequency of several years.
However, it is necessary to classify the field and delegate authority to the Government to specify this issue in detail. The Government will clearly define the inspection and examination of each field, avoiding the situation of overlapping inspection agencies.
Along with that, after inspection, strict handling must be done, especially serious cases must be criminally prosecuted.
