Increasing supervision for good implementation is the success of policies

Deputy Prime Minister Le Tien Chau proposed to the National Assembly and the National Assembly Standing Committee a number of solutions to improve the effectiveness of monitoring and evaluating policy implementation.

On July 30, in Hanoi, the National Assembly Standing Committee organized the National Assembly's Forum on supervision activities 2026.

Speaking at the Forum, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau proposed to the National Assembly and the National Assembly Standing Committee a number of solutions to improve the effectiveness and efficiency of supervision.

Among them, the most notable is the recommendation to strengthen supervision and evaluation of policy implementation at the provincial and commune levels, where people and businesses in the locality directly handle work.

This is a necessary approach to contribute to ensuring that all policies are effectively implemented after promulgation.

Because reality shows that a good policy does not necessarily create good results if the implementation stage still has many bottlenecks. Many correct policies when put into practice arouse very different obstacles compared to initial estimates with many objective and subjective reasons.

Therefore, Deputy Prime Minister Le Tien Chau's proposal to strengthen supervision of policy implementation at the provincial and commune levels is very accurate.

This is where people directly contact the administrative apparatus, where all policies are verified by specific results, not by numbers on paper.

However, strengthening supervision does not mean increasing procedures or overlapping inspections. What needs to be directed towards is focused supervision, based on implementation results and accountability.

In the current context, when decentralization and delegation of power are increasingly strong, the role of the provincial and commune levels becomes more important. More powers are assigned, which means greater responsibility. But that responsibility can only be ensured when accompanied by an effective monitoring mechanism.

Another noteworthy point in the orientation stated at the National Assembly's Forum is that supervisory activities are shifting from "detection and recommendation" to "tracking and promoting resolution to the end". This is a very noteworthy change in supervisory thinking.

Supervision should not stop at pointing out shortcomings and then ending with a conclusion. What is more important is whether those shortcomings are overcome or not, who is responsible and resolves them within what time limit.

That is also the reason why supervisory conclusions need to be linked to specific goals, specific deadlines and specific responsibilities. When responsibilities are clearly defined, policy implementation will avoid the situation of scattered responsibility or shirking between agencies.

The ultimate goal of each supervision is to ensure that each policy after being issued goes to the right place, promotes the expected effectiveness and brings practical benefits to people and businesses.

Ensuring this goal, supervision will become a driving force to improve the quality of national governance and strengthen people's trust in the effectiveness of policies.
