On July 30, in Hanoi, the National Assembly Standing Committee organized the National Assembly's Forum on supervision activities 2026.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that supervision is one of the three constitutional functions of the National Assembly; is an important method to control state power, ensure that the Constitution and laws are strictly implemented. At the same time, supervision is a driving force to promote the improvement of institutions, enhance the effectiveness of national governance and consolidate the people's trust.
The results achieved in the past time are an important foundation, but the new development requirements of the country are posing higher requirements for the National Assembly's supervisory activities" - the National Assembly Chairwoman emphasized.
According to the National Assembly Chairwoman, the country is simultaneously implementing many strategic guidelines and policies; many breakthrough tasks, many unprecedented issues. Science and technology, digital transformation, artificial intelligence and green transformation are profoundly changing the methods of development and national governance.
It is impossible to supervise new issues with old thinking, old methods and old tools. The 16th National Assembly needs to create a new supervision method: Having strategic vision, proactive forecasting, based on data and evidence, focusing on the right focus, going to the end of responsibility and results" - the National Assembly Chairwoman stated clearly.
At the same time, supervision is not only to review what has been done, but must contribute to shaping what needs to be done; not only to detect limitations, but also to remove bottlenecks, warn of risks, promote action and create development.
The ultimate value of supervisory activities does not lie in the number of supervisions or the number of recommendations, but in the substantive changes in perfecting institutions, organizing law enforcement, improving the effectiveness of national governance and improving people's lives.
From the above issues, National Assembly Chairman Tran Thanh Man proposed to focus on clarifying the following 4 orientations.
First, choose the right strategic issues, "bottleneck points of bottlenecks", areas that use a lot of national resources and issues that voters and people are particularly concerned about; not spread out, not avoid, not chase after events.
Second, closely link supervisory activities with perfecting institutions and organizing law enforcement; all supervisory recommendations must be transformed into policy amendments, clearly defining responsibilities and creating substantive changes.
Third, strongly innovate monitoring methods based on data, evidence and technology; gradually form digital monitoring methods, improve analytics, forecasting and early warning capabilities.
Fourth, tighten the implementation of conclusions and recommendations after supervision; clearly define responsibilities, deadlines, results and monitor implementation to the end.
The spirit must be very clear, supervision must be focused; conclusions must have addresses; recommendations must have deadlines; responsibilities must be determined; results must be measured by actual changes" - the National Assembly Chairman said and emphasized that today's forum is not only to look back at reality, but more importantly to jointly form new thinking, orientations and methods of supervision for the entire 16th National Assembly term.
The results of the forum must be filtered into feasible orientations, tasks and solutions, as a basis for building key orientations for supervisory activities of the 16th National Assembly term and continuing to improve the mechanism to strengthen the Party's leadership over the supervisory activities of the National Assembly and People's Councils.
