Among the above projects, there are projects that have been "shelved" for more than 10 years, especially the Thanh Son Cement Factory Project is just a vacant lot after nearly 20 years.
Similarly, the 5-star hotel, office, office for lease and commercial service investment project of Cong Thanh Cement Joint Stock Company in Hac Thanh ward, approved in principle from 2007, has not yet taken shape.
These two typical examples reflect an alarming reality, time has passed, investment capital is stagnant, land is abandoned, and development opportunities are lost.
Projects that are not implemented or are unfinished cause serious waste of social resources. Not only is it money, it is also production land that is recovered and left vacant, a prime land fund that is "locked" in pending plans.
Every day that passes is another day that the locality loses revenue, job opportunities, and growth momentum. And if the accumulated time of 423 projects is calculated, that level of waste can really be called "super waste".
Why are so many projects stalled and prolonged?
The main reasons are problems such as compensation, site clearance; legal procedures on land and planning; capacity of investors and contractors; lack of materials; resettlement arrangement and other reasons.
But the core issue lies in where those obstacles come from, and who is responsible?
It is necessary to frankly recognize and assess whether most of the reasons originate from management and operation in the licensing and project implementation stages. Appraising the capacity of the investor and the feasibility of the project is the responsibility of the management agency.
Compensation, site clearance, planning adjustment, and completion of legal procedures are also under the authority of local authorities. When these stages are not strict from the beginning, the inevitable consequence is prolonged "suspended" projects, which gradually become a burden for society.
