In 2012, Hoang Phu fishing port (Hoang Phu commune, former Hoang Hoa district - now Hoang Thanh commune) was approved by Thanh Hoa Provincial People's Committee for the sub-project to upgrade Hoang Phu fishing port, belonging to the Coastal Resources Project for Sustainable Development of Thanh Hoa province, with a total investment of more than 46 billion VND.

After that, the project was adjusted down to more than 43.6 billion VND from the World Bank (WB) loan. The project is invested by the Department of Agriculture and Rural Development, now the Thanh Hoa Department of Agriculture and Environment.
Investment and construction items include: operating house, anchorage for ships and boats, electricity system, water supply and drainage, wastewater treatment tank, soil embankment, embankment, two houses for receiving and classifying seafood.
By 2017, the project was completed, put into use and handed over to the old Hoang Hoa district for management and exploitation. However, after only a short period of operation, the fishing port only had a few small boats of people anchored, and most of the remaining items were abandoned for many years.
Due to prolonged abandonment, in order to avoid waste, in 2023, the People's Committee of Hoang Hoa old district decided to organize an auction to lease the exploitation rights of Hoang Phu fishing port at a price of more than 4.4 billion VND per year, with a lease term of 10 years.
Despite 3 auctions, the leasing still did not achieve results because no unit participated. After that, Thanh Hoa Provincial People's Committee issued a decision to cancel the project to lease the exploitation rights of Hoang Phu Fishing Port and hand it over to Hoang Phu Commune People's Committee, now Hoang Thanh commune, for management.

According to records up to now, the Hoang Phu fishing port area only has a few small boats anchored, the channel system is silted up and dry to the bottom. Many items at the port have deteriorated and been damaged, and the surrounding area is covered in weeds.
Representatives of the People's Committee of Hoang Thanh commune said that for many years, Hoang Phu fishing port has been operating ineffectively, almost abandoned. The main reason is that the fishing port area has been seriously silted up after major floods in 2017-2018, the amount of alluvium from upstream flowing in is large, deforming the river mouth channel and coastal area.
Currently, the channel in the fishing port area and the mouth of the Cung River continue to be silted up, and ships can only enter and exit when the tide rises. In the coming time, the locality will continue to propose to competent authorities to soon pay attention to investing in dredging the channel and allocating capital for maintenance and repair so that the fishing port can be effective and avoid waste" - a representative of the People's Committee of Hoang Thanh commune informed.
