On June 15, the Government issued Decree 154/2025 on staff streamlining, stipulating 8 cases of cadres, civil servants, public employees; commune-level cadres, civil servants and people working under labor contracts who are subject to the same policy as civil servants who are subject to staff streamlining.
In particular, there are cases where people in the previous year or in the year of streamlining the payroll classify quality as not completing tasks associated with performing assigned duties and responsibilities and work.
Thus, not 2 years, but just 1 year without completing the task, cadres and civil servants will be streamlined.
This regulation will have a positive impact on cadres and civil servants, requiring them to work well and serve the people wholeheartedly, otherwise they will be excluded from the apparatus.
When setting up this strict screening regulation, it is necessary to have an objective and fair assessment of cadres and civil servants. Otherwise, it could lead to the situation where less-able people can exist, and capable people have to leave.
Not to mention, in evaluating cadres and civil servants, it is not excluded that they can support and defend, prioritizing personal relationships instead of worrying about the common good.
To be objective and fair, the assessment of cadres and civil servants must be based on specific criteria, measurable, qualitative, not decisive.
For each job position, there must be a specific assignment of work, completion time and quality of work.
For the position of cadres and civil servants handling documents for people, if they are late many times in a year, they will of course be classified as not completing their tasks.
Decree 154/2025, effective from June 16, must be implemented by all localities on a unified basis, in accordance with regulations, and each locality cannot do it in the same way.
To have a common consensus in assessing whether cadres and civil servants complete or not their tasks, there must be general regulations.
Minister of Home Affairs Pham Thi Thanh Tra said that there will be a decree on evaluating civil servants, determining the level of task completion with KPI.
The assessment shift from emotional to qualitative, based on job position and work performance index (KPI) will limit personal intervention. If not fairly assessed, cadres and civil servants have a basis to file a lawsuit to claim their rights.
There will be a lot of pressure on cadres and civil servants before the new regulations on staff streamlining, but only then can capable people be selected. The era of "carrying the umbrella" cadres and civil servants is over.
