On June 15, information from the Department of Home Affairs of Nghe An province said that it had just issued Document No. 3007 on the implementation of Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP.
Accordingly, in 2025, the whole province plans to spend more than VND3,000 billion to implement the early retirement and termination regime for cadres, civil servants and public employees according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
The total number of subjects expected to enjoy the regime is 2,635, of which 2,311 people retired early and 324 people quit their jobs. The total estimated cost of payment is VND 3,005 billion, including VND 2,689 billion for those who retire early and VND 316 billion for those who quit their jobs.
As of June 13, 2025, agencies and units have issued decisions to 283 people on leave, with a total payment cost of more than 332 billion VND. Of these, 60 people have been granted funding to pay (75 billion VND), the remaining 223 people are being appraised and submitted for funding with a total estimated budget of more than 257 billion VND.
The Department of Home Affairs is also appraising 165 more cases, with an estimated cost of about 178 billion VND, most of which are officials and civil servants under the government.
However, during the implementation process, the locality encountered some problems related to determining the funding source for implementation for subjects in the labor contract group or public service units after the arrangement that were not able to balance payments. Therefore, the Department of Home Affairs requests the Ministry of Finance to have specific instructions to remove difficulties.
Document 3007 has been sent to the Nghe An Provincial Department of Finance for synthesis and submission to the Nghe An Provincial People's Committee for consideration and decision.
