Streamlining the apparatus has been identified many times by the leaders of the Party, Government, and National Assembly in their articles, speeches, and instructions in recent days as a difficult task, even very difficult because it affects the interests of a number of individuals and organizations, but it cannot be done.
But no matter how difficult it is, it must be done, it cannot be avoided because the current apparatus is cumbersome, with many intermediate levels and administrative levels, leading to many work bottlenecks.
Difficulties and challenges always go hand in hand with opportunities. And one of the opportunities of this streamlined apparatus revolution is that agencies and units will be restructured and the quality of their staff, civil servants and public employees will be improved.
Whoever is good at what they do, proves their ability, and can do the job, should continue to do it. Whoever is incompetent, lazy, ineffective, has a habit of being afraid and shirking responsibility… should be laid off and should resign themselves to make room for others.
That is fair and in accordance with the laws of motion of life and society.
But the opportunity must also be associated with "promoting the personal responsibility of each member of the Government, ministers, heads of sectors, and individual leaders of agencies" as directed by Prime Minister Pham Minh Chinh at the Government conference to disseminate and deploy the summary of the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", held on December 4 in Hanoi.
That is how to choose the right and appropriate cadres, promote each person's personal responsibility for assigned tasks, improve effectiveness and efficiency of operations, and put the common interest first and foremost.
Remember in 2018, when answering Lao Dong Newspaper regarding the selection of officials when streamlining the apparatus, National Assembly delegate Pham Van Hoa (Dong Thap National Assembly Delegation) said a very good idea that is still relevant today: we need to be extremely careful, paying attention to avoid "keeping family members, losing talented people".
"Relatives", in this case, are not only brothers and descendants of the leader but also acquaintances and close relatives who are arranged, placed in key positions or hold jobs regardless of ability.
To do this when merging and streamlining, personnel work must be carried out in a methodical, impartial, fair, objective, honest, open and transparent manner.
If we are not fair in selecting talented and dedicated people for the apparatus, and only give priority, allowing "family members" to overwhelm "talented people", then the streamlining process will only be "lean" but not "refined".
And the goal of reducing regular budget expenditures for cadres, making the apparatus less cumbersome, neater and more efficient, serving the people better is also difficult to achieve!
