The online conference to announce and implement the Government's Resolution on policies and directions to remove obstacles and difficulties for renewable energy projects chaired by Prime Minister Pham Minh Chinh on the afternoon of December 12 brought good news and a way out of the deadlock.
This conference shows the efforts, determination and listening of the Government to the opinions of businesses, ministries, branches and localities related to renewable energy projects that are facing the risk of collapse, insolvency, inability to repay bank loans, leading to bankruptcy... due to subjective and objective reasons.
First of all, the Prime Minister affirmed that we do not legalize those who do wrong, but must have solutions for completed investment projects that need to be exploited so as not to waste social resources.
Next, the Prime Minister affirmed that the removal of difficulties and obstacles for renewable energy projects must be public and transparent, without causing difficulties, inconveniences, or harassment. The Government has issued a policy to remove difficulties, and localities must work with businesses to remove difficulties and obstacles.
The Prime Minister "especially strictly prohibits lobbying, negativity, corruption and then having to deal with it, losing people, losing money, losing time, losing trust, losing opportunities. If anyone lobbying, the authorities will handle it seriously."
Whether or not ministries, sectors, and localities can properly implement the Prime Minister's instructions will take time. It also depends on the seriousness and proactiveness of ministries, sectors, localities, and enterprises.
As well as the spirit of determination, not avoiding, not shirking responsibility from the Central level, is it spread strongly to each grassroots level?
However, the Prime Minister's instructions and commitments have demonstrated strong political determination in handling the issue in a fair, transparent and effective manner, aiming to unlock resources to serve development goals.
What the people and business community expect more is that the spirit of "no lobbying or negativity" is not only "prioritized" and strictly prohibited in removing difficulties for renewable energy projects, but also needs to be maintained in many other areas when the Government and ministries, branches and localities resolve problems.
Furthermore, the spirit of "no lobbying or negativity" needs to become a consistent principle in the management and administration of all areas, from the central to local levels.
Because this is the decisive factor to build a transparent and fair management, investment and business environment, contributing to fostering trust from businesses and people!
