Organizing work at facility 2, staff are stabilized, saving travel and accommodation costs

The Party Committee of Phu Yen Provincial People's Committee proposed that the Standing Committee of the Provincial Party Committee arrange 1,231 civil servants and public employees to work at facility 2, after merging the two provinces of Phu Yen and Dak Lak.

On June 13, the Party Committee of Phu Yen Provincial People's Committee submitted a document to the Standing Committee of the Provincial Party Committee to ask for opinions on the plan to arrange and assign cadres, civil servants and public employees working at facility 2 (currently located in Tuy Hoa City) after merging with Dak Lak province.

It is expected that the whole Phu Yen province will have 1,231 civil servants and public employees working at the second facility and 516 civil servants and public employees working at the new administrative center (Dak Lak province).

Each department and branch has a deputy leader working at the second facility to be in charge of the group of civil servants and public employees here; at the same time, participating in receiving citizens periodically.

Similarly, Binh Thuan province proposed to retain more than 30% of personnel for management agencies and units associated with areas such as forests and islands to maintain operations.

Previously, on May 11, the Standing Committees of the Provincial Party Committees of the two provinces of Quang Ngai - Kon Tum agreed to establish a second facility after the merger in Kon Tum city for convenient operation.

Thus, in the first phase after the merger, the number of civil servants and public employees working at the second facility was not disrupted because they had to travel far. Many people have young children, children who are still students, parents who are elderly need care, and stable living is a practical need.

For the service of the people, there must be personnel on duty to receive citizens, personnel performing necessary professional tasks directly related to the people and businesses. In addition to the commune-level government, the second facility of provincial-level agencies will directly handle administrative procedures according to the requirements of the people.

If all cadres and civil servants are not mobilized from Phu Yen to Dak Lak or from Binh Thuan to Da Lat, it will save the cost of organizing shuttle buses and public housing.

The organization of cadres and civil servants working at facility 2 is in accordance with the direction of Prime Minister Pham Minh Chinh in Official Dispatch No. 80/CD-TTg dated June 1, 2025:

"Based on the existing headquarters conditions, transport infrastructure conditions, means of transport, information technology infrastructure, and digital transformation in the operation of the government apparatus, it is possible to arrange to maintain work at many headquarters in the initial stage of administrative unit arrangement to ensure State management in the merged areas and reduce difficulties in travel and daily life of cadres, civil servants, public employees and workers; not to affect or interrupt the provision of public services to the people".

Therefore, not only the above localities, but also other merged provinces and cities should organize the arrangement of cadres and civil servants to work at the second facility to improve the domestic water supply and serve the people better.
