The story from Truong Vinh ward is a typical example of the proactiveness of the commune-level government in responding to storms, floods and extreme weather.
From July 1, 2025, the two-level government model puts the commune level at the forefront of natural disaster prevention with expanding authority and close coordination with the provincial and community levels. Previously, on June 19, 2025, the Ministry of Agriculture and Environment issued Circular No. 18/2025/TT-BNNMT detailing decentralization, delegation, and division of state management authority in the fields of dykes and natural disaster prevention and control.
This is an important legal document to concretize the mechanism of operating two-level governments, ensuring the proactiveness and timeliness of the grassroots level.
Notably, when the two-level government is in operation, the People's Committees at the commune level are given additional authority to build and repair natural disaster prevention works; receive and allocate relief; appraise support for production recovery; organize evacuation, arrange temporary accommodation for people; manage natural disaster prevention and control funds.
Local government, especially at the commune level, is an important link connecting the management system from the provincial level, specialized agencies and the community.
