The Ministry of Finance has just reported the results of the inspection of the selection of contractors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.

This project package has attracted public attention because it is related to the proposal of Son Hai Group, although it abandoned the lowest bid, it was rejected.

On July 12, the Government Office announced that it had just issued an Official Dispatch clarifying the opinion of Deputy Prime Minister Tran Hong Ha, assigning the People's Committee of Dong Nai province to receive the opinion of the Ministry of Finance and direct the handling in accordance with the provisions of the law on bidding.

The Deputy Prime Minister requested that there should be no delays or prolongations in the time of contractor selection, affecting the progress and quality of the project package; report to the Prime Minister on the implementation results before July 20, 2025.

Previously, the Ministry of Finance recommended that the Government leaders direct the People's Committee of Dong Nai province to re-evaluate the entire process of selecting contractors, overcoming the shortcomings and errors that have been pointed out; selecting another consulting unit with capacity and experience to conduct reviews, inspections, and re-evaluations (if necessary).

The report of the Ministry of Finance also pointed out some unclear and unclear points in the bidding package proposed by Son Hai Group.

Since receiving information about the proposal of Son Hai Group, Deputy Prime Minister Tran Hong Ha has given close and drastic instructions. The Ministry of Finance has submitted 2 reports to the Prime Minister and Deputy Prime Minister on the results of the inspection of the selection of contractors for this project package.

When businesses make recommendations related to bidding, ministries and localities must resolve them thoroughly, in accordance with the law, and convincingly. This is a typical case of handling when there are recommendations from businesses.

With that, the business community believes in fairness and transparency in bidding activities, no relationship, group interests, "front door, back yard".

For Son Hai Group, when there is a clear, well-founded answer, proven by legal regulations, whether it is considered a winning bid or not, it is still "confused, convalescent".

Another important thing is that Deputy Prime Minister Tran Hong Ha directs the selection of contractors, not allowing delays to affect the progress of the package.

From this incident, management agencies, localities and businesses must realize that the period of inorganization and negativity in bidding has passed, and if there are violations, they will be inspected and handled.

In addition, building a highway must be "high-speed", and symptoms of delays affecting progress must be eliminated.
