The General Secretary said that it is necessary to continue institutional reform, improve the business environment, and require the investment and business environment to strive to reduce at least 30% of the time for handling administrative procedures; at least 30% of business costs, especially customs, compliance costs, unofficial costs, and the cancellation of at least 30% of unnecessary business conditions; strive to have Vietnam's investment environment in the Top 3 of ASEAN within 2-3 years.

Enterprises register to do business, implement investment projects, the processing time is long, in some cases having to pay a few dozen seals but still not finished. When the procedures were completed, the opportunity passed, the time when gold was no longer in business, it was very bitter.

Reducing at least 30% of the time for handling administrative procedures, which means that it can be reduced more, 40% or 50% of the time as at present, will significantly free up the energy of businesses.

Enterprises that produce, trade or implement an investment project are subject to many types of fees with and without names. Reducing costs for businesses is to support businesses in reducing costs, increasing competitiveness and high business efficiency. In particular, the "unofficial" cost is very unpredictable and unpredictable. Reducing these fees is to relieve the burden on businesses.

Reducing at least 30% of business expenses means making efforts to reduce more, reducing more and increase more resources for businesses.

Regarding cutting business conditions, the Government has drastically implemented solutions to implement them and achieved remarkable results. Ministries and branches have cut and simplified 628 business regulations in 53 legal documents, bringing the total number of cut and simplified business regulations from 2021 to 2023 to 2,770 regulations; 14 ministries and branches have implemented the plan to decentralize 86 administrative procedures, bringing the total number of administrative procedures decentralized from 2022 to 2023 to 153/699 administrative procedures, reaching 21.9%.

Based on that achievement, implementing the General Secretary's request to abolish at least 30% of unnecessary business conditions, people and businesses will certainly have "open" space to participate in production and business.

The General Secretary stated "3 reductions" with a rate of 30%, the rest is that ministries, branches and localities must implement the certificate and complete it soon.
