The Department of Medical Examination and Treatment Management has just sent an official dispatch to the Department of Health of Ca Mau regarding the handling of a serious medical incident at Ca Mau Obstetrics and Pediatrics Hospital.
On February 24, 2025, a number of mass media outlets published an article "1,-day-old boy suffered from anaphylactic shock and died after being vaccinated with antics" at Ca Mau Obstetrics and Pediatrics Hospital.
Regarding this, implementing the urgent direction of the Minister of Health, the Department of Medical Examination and Treatment Management has the following opinion:
This is a medical complication as prescribed in Article 2 of the Law on Medical Examination and Treatment No. 15/2023/QH15, so it is recommended that the Hospital comply with the provisions of Articles 100 and 101 of the Law on Medical Examination and Treatment to conclude on determining whether the practitioner has or not technical errors, as a basis for dispute resolution (if any).
Request the Department of Health and the Director of the Hospital to contact, organize meetings to encourage and share with the patient's family, coordinate with the insurance agency and related units to have a reasonable and reasonable solution to ensure the rights of patients as well as practitioners and the Hospital.
Urgently establish a professional council to review all professional technical procedures and care procedures performed on patients from the time of hospitalization to the time of the fatal accident, especially in the diagnosis, identification and treatment of congenital Syphilis according to the Instructions for diagnosis and treatment of Syphilis issued by the Ministry of Health in Decision No. 5186/QD-BYT dated November 9, 2021.
Appoint a spokesperson unit of the Department of Health, coordinate with Ca Mau Obstetrics and Pediatrics Hospital to provide accurate and complete information to press and media agencies if required and promptly notify the conclusion of the Professional Council.
The Department of Health and the Hospital learn from experience, review, consolidate, and strictly implement the regulations of the Ministry of Health on quality improvement activities, patient safety and medical incident prevention.
The Department of Medical Examination and Treatment Management requests the Department of Health of Ca Mau to urgently deploy and update a detailed report, complete information according to regulations and conclusions of the Professional Council to the Department of Medical Examination and Treatment Management before February 28, 2025 to synthesize and report to the Ministry's leaders.
Previously, on the evening of February 23, Ca Mau Obstetrics and Pediatrics Hospital (Ca Mau) said that the Hospital had reported a case of a one-day-old baby dying after being vaccinated with sprayed anti-angina treatment.
Because the mother tested positive for Syphilis, the baby was taken to the Neonatal Department at 10:00 p.m. on February 21 for monitoring. The child was given a spray shot with Benzathine benzylpenicillin as instructed by the Ministry of Health.
After the injection, the child showed signs of purple purple, chest tightness. Immediately, the child was treated with oxygen and adrenaline was injected with corn. However, the respiratory failure progressed severely, leading to shock. Despite being actively resuscitated and given an intubation, the child still did not survive and died at 8:30 a.m. on February 22.
The hospital diagnosed the cause of death as grade 4 anaphylactic shock, suspected to be the antibiotic Benzathine benzylpenicillin. Immediately after the incident, the Hospital coordinated with the ward police to notify and explain the patient's condition, care and treatment process for the family. The family agreed to take the child home and did not have any further opinions.
