This is a noteworthy content in Resolution 29/2026/NQ-HĐND of the Hanoi City People's Council stipulating a number of policies to develop the city's health system.
Article 4 of Resolution 29/2026/NQ-HĐND stipulates the policy of attracting and supporting human resources for the 115 Emergency Center and Health Station as follows:
Policy to support first-time recruitment after recruitment
One-time support for people with a doctor's degree or higher who are recruited for the first time as public employees at the 115 Emergency Center and the Health Station, as follows:
100 times the regional minimum wage level I/person for Masters, resident doctors, specialist doctors level I and above belonging to the medical field group.
50 times the regional minimum wage level I/person for Doctors.
Currently, the regional minimum wage level I is 5.31 million VND/month. Thus, doctors recruited for the first time into 115 Emergency Centers and Health Stations in Hanoi can be supported up to 531 million VND/person if they are Master, resident doctor, specialist doctor level I or higher; supported 265.5 million VND/person if they are Doctors.
Specific professional support:
5 million VND/month for civil servants and contract workers on the payroll list of Hanoi 115 Emergency Center.
In addition, this Resolution also stipulates human resource support for professional activities between medical examination and treatment facilities in the City:
Policy to support healthcare workers assigned to rotate for a limited time
Doctors, nurses, midwives, and medical technical staff with practicing licenses belonging to medical examination and treatment facilities specified in Clause 2, Article 1 of this Resolution who are assigned by competent authorities to rotate continuously for a period of 01 month or more according to the plan are entitled to the regimes specified in Article 7 of Decision No. 14/2013/QD-TTg of the Prime Minister and Circular No. 18/2014/TT-BYT of the Ministry of Health.
At the same time, additional support is provided: 20 million VND/person/month for Professors, Associate Professors; 17 million VND/person/month for Doctors, Specialist II; 12 million VND/person/month for Resident Doctors, Masters, Specialist I; 10 million VND/month for Doctors; 08 million VND/person/month for nurses, midwives, medical techniques with Bachelor's degrees; 06 million VND/person/month for nurses, midwives, medical techniques with College degrees.
Policy on signing contracts to implement technical expertise support
Facilities that are contracted to provide technical expertise support include: teaching, training, and professional support according to cases.
Doctors, nurses, midwives, medical technicians with university degree or higher, with practicing licenses to provide professional and technical support under contracts signed between facilities are supported as follows:
Support level: 02 million VND/session for Professors, Associate Professors; 1.5 million VND/session for Doctors, Specialist II; 01 million VND/session for Resident Doctors, Masters, Specialist I; 500,000 VND/session for nurses, midwives, medical techniques with University degree or higher.
Attractive policy, many doctors consider
As soon as there was information about the policy of attracting medical personnel of Hanoi City, many doctors became interested and looked for opportunities at medical facilities in the capital.
The support level of up to 531 million VND is a very attractive policy, especially for young doctors who have just graduated and still have a lot of financial pressure and stable lives. This will certainly make many people consider choosing the 115 Emergency Center or health station instead of just focusing on end-line hospitals.
However, support money is only an initial factor. The decisive factor in whether doctors are attached for a long time or not is still the working environment, stable income after a period of support, learning opportunities, in-depth training and career development. If these factors are improved synchronously, the policy will promote sustainable effectiveness" - young doctor Nguyen Minh Anh (Hanoi) shared.
According to experts, Hanoi's allocation of large funds to attract doctors to the 115 Emergency Center and health station shows that the city has correctly seen the bottleneck in human resources. This is a positive sign, because for many years grassroots healthcare and out-of-hospital emergency care have always been in a state of doctor shortage.
However, for policies to be effective, in addition to initial support, it is necessary to continue to invest in equipment, reduce administrative pressure, create conditions for continuous training and build a clear career development roadmap. When doctors have both stable income and opportunities to improve their expertise, they can truly feel secure and stick with grassroots health care for a long time.
