According to Mr. Le Van Khoa - Director of Khanh Hoa Department of Health, in February 2026, the Provincial People's Committee assigned the Department to preside over and coordinate with relevant agencies and units to develop a Resolution of the Provincial People's Council stipulating policies to attract and reward medical human resources and technical transfer training at public health facilities in the area in the period 2026 - 2030.
After the merger, Khanh Hoa province has a ratio of about 12 doctors/10,000 people. The provincial line has 1,478 doctors. Among them, there are 7 PhDs, 127 specialist doctors level II, 489 specialist doctors level I, 94 masters and 761 doctors.
The commune and ward level has 1,712 medical staff, including 146 doctors, 250 nurses, 425 medical assistants, 234 midwives and 657 other personnel.
According to the plan approved in Decision No. 318/QD-TTg dated March 29, 2023 of the Prime Minister, by 2030, Khanh Hoa must reach 14 doctors/10,000 people. Thus, in the period 2026 - 2030, the province needs to add about 140 doctors per year on average.
According to the draft Resolution being consulted by the Khanh Hoa Department of Health with relevant agencies and units, the level of one-time attraction support for Professors who are doctors is 500 million VND, priority is given to renting/purchasing social housing;
Associate professors are doctors with 400 million VND, prioritized for renting/purchasing social housing; Doctors, specialist doctors II: 200 million VND; Masters, specialist doctors I, resident doctors: 120 million VND.

For doctors working in mountainous areas, difficult areas, and islands, one-time support is 100 million VND. Doctors working in specialized hospitals of tuberculosis, pneumology, dermatology, psychiatry, paraclinical system, emergency resuscitation, oncology, neurosurgery, thoracic surgery... 80 million VND; the remaining cases 60 million VND.
In addition to one-time support, doctors and medical staff also enjoy monthly preferential treatment from 2.5 - 5 million VND, depending on the area and working position.
In particular, doctors assigned to commune health stations if their place of residence is 20km or more from their workplace will be supported with 3 million VND for rent and 700,000 VND for monthly travel expenses.
The draft also stipulates that the working age is at least 10 years for cases attracted from other places and newly recruited cases.
People entitled to the attraction policy must commit to working for at least 5 years. If sent for advanced training after receiving the job, the committed time will be double the training time.
In case of violating commitments such as voluntarily quitting work, unilaterally terminating contracts, being forced to quit, or failing to complete tasks for 2 consecutive years, they will have to compensate for all received expenses.
Regarding the policy of supporting experts from central hospitals, first-class hospitals or universities in training and transferring specialized techniques, the draft proposes a support level of 3 million VND/day/person, for experts from other provinces; 1 million VND/day/person for provincial-level hospital officials sent to support lower levels.
In 2026, the total estimated cost of policy implementation is about 37.586 billion VND, including attracting doctors, supporting medical staff, rotating doctors to communes and supporting experts to transfer techniques.
